Landlords now by law have to demonstrate to their tenants how energy efficient their building will be run. In the commercial world this will have an impact on building rents, as tenants will come to expect a reduction in rental if a building has a poor rating. Local Authority rates are set to rise for high energy buildings. Chiller and boiler inspection also come under the EPBD. The chiller inspection legislation came into force in 2009, although according to the Chartered Institution of Building Services Engineering (CIBSE), only around 3% in England and Wales have had their inspection completed. The legislation is for those that use more than 250kW. However, companies that use more than 12kW but less than 250kW have until Jan 2011 to comply. The inspection involves investigating


the current efficiency of the equipment, listing any faults, the adequacy of the equipment, the current size of the installed system, and ways to improve energy efficiency. Those that haven’t yet had their inspection done are advised to do so. The recent CIBSE ‘non compliance costs’ campaign focuses on F Gas legislation as well as chiller inspections. The DECC (Department of Energy and


Climate Change) gave a statement before the election that ‘the UK is set to save 34% of energy, through CRC.’ It has also recently commented that it hopes to reduce emissions in central government by 10% over the next 12 months. The DECC has implemented the Carbon Reduction Commitment Energy Efficiency Scheme to achieve these targets. The scheme is to cover all organisations using


at the moment more than 6,000MWh of electricity per year (equivalent to an annual electricity bill of about £500,000) and is mandatory to join. In short, larger businesses will have to


purchase an allowance to use large quantities of energy. This is currently priced at £12 per tonne. The revenue from the sale of allowances will be recycled back to businesses in the
