Along with pledging to cut their annual budget deficits by 2013, the developed countries committed to stabilizing their overall debt by 2016. Obama re- cently set similar goals for the United States.
Despite the seeming division
between the United States’ def- icit-reduction target and the slower approach favored by Can- ada and Germany, Obama said there was “violent agreement” within the group about the need to find proper balance — with some highly indebted countries such as Greece needing to cut im- mediately and others supporting the recovery with higher spend- ing.
Overall, the group’s final state- ment reflects its consensus theo- ry for how the world economy needs to change, with the heavily indebted Western nations steadi- ly taming government deficits, and surplus-rich nations “rebal- ancing” to boost local spending and demand.

left Toronto with much of the heavy lifting on new global finan- cial rules still ahead of them. Discussion of a global bank tax — once considered a major issue for the group — ended with a commitment that the financial sector would make a “fair” contri- bution to the cost of resolving fi- nancial crises, but leaving it to each nation to decide how and when the contribution would be collected. The group also committed to requiring banks worldwide to hold a “significantly higher” amount of capital to buffer them against financial shock. But ac- knowledging the difficulty that will pose to some institutions, the group’s statement opened the door for a transition period to give weaker companies time to raise the funds. The G-20 hopes by the end of this year to have new capital rules for banks in place, and lead- ers consider the issue a core ele- ment of global financial reform. But an early test of proposed bank capital rules found that they risked undermining eco- nomic growth. Even banks in relatively healthy systems, such as Canada, would have been in a bind and forced to raise sub- stantial new funds, according to bankers and officials familiar with the matter. “We have the confluence of two forces. message through Balanoff. Blagojevich, 53, has pleaded not guilty to charges that he schemed to get a large payoff, a high-paying job after he left office or a big campaign contribution in exchange for the Senate seat. He has also pleaded not guilty to conspiring to launch a racket- eering scheme using the power of the governor’s office. — Associated Press

Byrd ‘seriously ill,’ senator’s office says The office of Sen. Robert Byrd
(D-W.Va.) said Sunday that the longest-serving senator in history was “seriously ill” and was ad- mitted to an unidentified Wash- ington area hospital. Last week Byrd, 92, checked into the hospital with what was thought to be heat exhaustion. Aides thought he would stay a few days, but more serious issues were discovered. The senator has been in and out of the hospital the past three years, but his office has rarely used the phrase “seriously ill” to describe his health. If Byrd cannot serve out his term for health reasons, a va- cancy probably would have no bearing on the partisan split in the chamber. West Virginia law would require Gov. Joe Manchin, a Democrat, to appoint someone to serve out the remaining 21

years of Byrd’s record ninth term. No special election would be held to replace Byrd. “He’s our champion,” Manchin told the Associated Press on Sun- day. “Our prayers are with him.” During previous health prob- lems, “he’s always rallied, and I’m
