soldiers have detained an alleged leader of a violent cross-border drug gang who authorities sus- pect is involved in the slayings this month of three people linked to the U.S. consulate in Ciudad Juarez. Mexican officials on Monday announced the arrest of Ricardo Valles de la Rosa, 45, and de- scribed him as a leader of the Bar- rio Azteca gang, which carries out extortion, killings and drug traf-
ficking. Citing court proceedings, the El Diario newspaper in Jua- rez described Valles as a profes- sional hit man who was paid $2,000 a week to kill and who split his time between residences in El Paso and Ciudad Juarez. Some U.S. and Mexican offi- cials fear that the sensational daylight assassinations of the three people in Juarez on March 13 could represent a chilling esca- lation in the drug war because the three might have been target-
ed because of their ties to the U.S. government. Arms treaty with Russia may go to Hill in April
State official says plans for Iran missile shield would not be affected

The Obama administration plans to send the new arms- control treaty package with Rus- sia to Congress by the end of April, hoping for ratification by year’s end, officials said Monday as they laid out details of the pro- posed agreement. Ellen Tauscher, undersecre-
tary of state for arms control and international security, said that work was still being done in Ge- neva on the treaty, including de- tails on inspections and exchang- es of data.
Despite the administration’s hopes for Senate ratification this year, several Republican sena- tors have expressed concern about moving too quickly on a vote. Tauscher said the United
States and Russia are working on “unilateral statements” that each side would attach to the treaty. The statements would become part of the package reviewed by the Senate and Russian Duma before ratification. Such state- ments, including some attached by both countries’ legislative bodies, have no effect on the trea- ty itself but can be useful in solv- ing issues outside of the treaty. For example, in 1991 the So-
viets attached a unilateral state- ment to the START I treaty that Moscow would be able to with- draw if it deemed that the U.S. missile defense program upset strategic stability. In response, the United States put together its own statement saying Moscow’s position was without legal foun- dation. Tauscher said that the new
treaty would not affect the ad- ministration’s plan to phase in a missile system to protect Europe and the United States against Iranian missiles. She said there “are no limits or constraint to our ability to put the phased ap- proach forward.” The plan would phase in over a 10-year period and, Tauscher said, could involve interceptor missiles deployed “over 2011 in the sea in the Medi- terranean, 2015 in Romania, 2018 in Poland,” and with land- based radars elsewhere. The Russians have said they
view the shields as a threat. But Tauscher called it a “limited sys- tem . . . not formed against Rus- sia,” adding that Russian missiles could “overwhelm a system like [this] in seconds.” Tauscher said the data on ex-

She also said the treaty would
have no effect on the United States if it decided to put a con- ventional warhead on either sub- marine-launched or ground- launched intercontinental ballis- tic missiles as part of the new global strike concept. That would give the United States the ability to hit a target anywhere in the world — such as a terrorist camp —within an hour without having to turn to the nuclear ICBM ar- senal.

U.S. federal agents are assisting in the probe and passing along intelligence gathered on the Azteca gang and its ties to regional drug-traffick- ing organizations. By Monday evening, author- ities had released little informa- tion about the arrest of the Azteca gang member, leaving it unclear what motive, if any, the investiga- tors suspect for the killings.
