are offered from the roadside, with ‘for sale’ notes on the windscreen. These are not merely private sales, they are


illegal businesses, which means they not only evade taxation, but it is also highly unlikely


introduced, changing number plates would be a complete waste of time, and we would all be safer on the road. It would also simplify tracing vehicles, to recover unpaid debt, and to enable prosecutions for criminal acts.
