BRASIL – Caída del valor del Lotex frustra al gobierno


Los cálculos del Gobierno sobre el valor de la Lotex (la ex


raspadinha), que ha sufrido visto una fuerte reducción en su precio en las últimas semanas está generando preocupaciones sobre el dinero que el gobierno esperaba conseguir en la propuesta licitación de la antigua lotería de “raspaditas”.


El equipo económico trabaja para finalizar las reglas de la


licitación, teniendo a noviembre como la fecha de esta, y tiene dos alternativas en discusión para la privatización de Lotex, con una concesión directa al sector privado como la opción que lleva la delantera. Sin embargo, la cantidad que el gobierno anticipa ahora está muy por debajo de los R$ 2,2 billones, cifra que fuera incluida por la venta de Lotex en su programa de alianzas de inversión (Programa de Parcerias de Investimentos - PPI), y esto causa preocupación y miran la alternativa preferida por otros, en el gobierno.


Inicialmente, el objetivo era privatizar la Caixa Instantanea, la


empresa creada por el gobierno para ser vendida en la privatización de Lotex. Con esta alternativa, además de la privatización de la Cixa Instantanea, el banco estatal mantendría una parte de la empresa (Lotex) y así recibir la mayor parte de los ingresos de la venta de las tarjetas para raspar.


Sin embargo, los cálculos sobre la venta de Lotex ha significado que la presencia de la Caixa como parte de la empresa ha reducido el valor mínimo esperado para la venta de Lotex, aun cuando los defensores de esta opción disputan a favor de la participación estatal, diciendo que el Banco tiene una red de 13.000 puestos de trabajo porque la lotería está presente en todos los municipios de Brasil, y esto podría reducir la inversión y los costos a quien entra como socio privado en este campo de operaciones.

Las noticias sobre operaciones de juego clandestino siguen llegando de Argentina, y al margen de reportar sobre los avances contra casinos ilegales, tanto las autoridades como operadores sostienen puntos de vista diferentes, aun cuando ambos concuerdan en el cierre de operaciones ilegales apuestas y juegos de azar. En Buenos Aires, el juego ilegal es un acto criminal desde 2016.


Sin embargo, es la lucha por el control de los dos casinos


flotantes en Puerto Madero, en el centro de Buenos Aires, lo que llena las páginas de titulares con relación a los juegos de azar, estos días, porque no se sabe la suerte que seguirán los casinos flotantes “Estrella de la Fortuna” y su hermana “Princess”.

The economic team working to finalize the tender rules, having November as the target date, has two alternatives under discussion for the privatization of Lotex, with a direct concession to the private sector as front runner. However, as the amount expected now is well below the R$2.2 billion that the Government had anticipated when it included the Lotex sale in their investment Partnerships Program (Programa de Parcerias de Investimentos – PPI), there is some soul searching as to whether to look at the alternative preferred by others in government.


As consultants hired to value the Lotex sale have stated, the


value calculated has dropped to below R$400,000,000 for a 15-year concession. This has prompted new sets of numbers changing the previous criteria, which includes raising the period of concession to 25 years hoping to take the Lotex sale value to about R$1 billion, or 50% of the government’s initial target. Needless to say, there may still be further reviews because the process has not been completed.


Initially, the goal was to privatize, Caixa Instantanea, the company created by the government to be sold on the privatization of Lotex. In this alternative, in addition to the privatization of Cixa Instantanea, the State-owned bank would keep a part of the company and thus would receive most of the revenue on the sale of scratch cards.


However, calculations on the Lotex sale has meant that the


presence of the Caixa as part of the business has reduced the minimum value expected for the Lotex sale. Nonetheless, defenders of the State institution dispute this


view, stating that the Bank has a network of 13,000 jobs, as the lottery is present in all of Brazil’s municipalities, and this could reduce the investment and operating costs to whoever enters as private partner in this market.
