News YPO launches £500m MMC framework to accelerate public sector modular delivery
The Yorkshire Purchasing Organisation (YPO) has launched a new £500m Modular Buildings and Modern Methods of Construction framework, creating a nationwide procurement route designed to accelerate the delivery of offsite solutions across the public sector. The framework, which became available in March 2026, provides public sector organisations with access to modular building suppliers across a range of sectors including education, healthcare, housing and justice. It is the first YPO framework of its kind to be fully compliant with the Procurement Act 2023 and includes 29 suppliers across 15 lots.
The agreement has been designed to simplify the procurement of modern construction solutions by providing access to both purchase and hire options, alongside full turnkey services covering design, manufacture, installation, commissioning and maintenance. Among the suppliers appointed are a number of established MMC specialists, including Portakabin, Premier Modular, McAvoy Modular Offsite, Thurston Group and Wernick Buildings.
The framework covers a broad range of applications, including classrooms, specialist education facilities, healthcare buildings, offices and accommodation. Suppliers appointed to the agreement must meet the Common Assessment Standard as a minimum requirement, helping to provide public sector clients with confidence around health and safety, quality and professional competence. The launch comes as demand for faster construction solutions continues to increase across the public sector. Local authorities, NHS organisations and education providers are facing growing pressure to expand capacity while working within constrained budgets and increasingly demanding sustainability requirements.
For MMC manufacturers, frameworks such as this provide an important opportunity to demonstrate the benefits of factory-based delivery. By creating a recognised procurement route, public sector organisations can more easily access suppliers without the need to undertake lengthy individual tendering processes.
The agreement also reflects a wider shiſt in how modular construction is being viewed. Rather than being considered primarily as a temporary solution, modern modular buildings are increasingly being specified as permanent assets capable of meeting demanding performance standards. With public sector estates requiring significant investment over the coming years, the framework could provide a valuable pipeline of opportunities for manufacturers and suppliers operating within the MMC sector.

The East Yorkshire-based manufacturer has grown to become one of the UK’s largest MMC providers, delivering buildings through a vertically integrated model that combines design, manufacture and installation.
The company recently confirmed that it employs more than 900 people and recorded turnover of £144.7m for the year to March 2025, with a pipeline of projects exceeding £350m.
Reds10’s approach involves manufacturing building components within its factory network before transporting and assembling them on site. The company has used this model across a range of public sector projects, including schools, hospitals and defence accommodation.
One recent appointment saw Reds10 selected by the Department for Education to deliver a £20m special educational needs and disabilities school in Sutton, south London. The project forms part of the continued investment in improving education infrastructure across England.
The company has also secured significant defence-related work, with modular accommodation becoming an increasingly important solution for organisations requiring rapid delivery of high-quality facilities.
Reds10’s continued growth reflects the increasing role of MMC within major public sector programmes. Clients are increasingly looking towards factory-based construction to help address challenges around skills shortages, programme pressures and the need for greater certainty.
