llpack has launched a comprehensive new Packaging and Packaging Waste Regulation (PPWR) Guide, providing businesses with practical insight into one of the most significant changes to


packaging legislation in recent years. The guide is now available to download free


of charge via www.allpack.uk.com/guides. The introduction of Regulation (EU)


2025/40 marks a major shift in packaging compliance requirements, replacing the previous Packaging Directive and introducing harmonised packaging rules across the European Union. The legislation creates new pre-market


obligations, including technical assessments, test reports and Declarations of Conformity, while placing greater responsibility on businesses bringing products and packaging to market. Compliance requirements began from 12 August 2026, with implementation continuing through to 2030. Many businesses remain unaware that


under PPWR, the legal manufacturer is not always the physical producer of the packaging. In many cases, the brand owner becomes the legally responsible party, with obligations relating to conformity assessment, technical documentation, product testing and the issuance of Declarations of Conformity. Companies supplying products into the European Union and Northern Ireland must, therefore, ensure they understand their responsibilities under the legislation. To help clients understand and prepare


for these requirements, Allpack’s new PPWR Guide explains the legislation in clear, practical terms, outlining who is obligated under the regulations, the responsibilities of brand owners, implementation timelines and the documentation businesses are expected to retain. customers in maintaining the records required under PPWR and demonstrates compliance throughout the packaging lifecycle. The legislation also introduces


requirements relating to recyclability, recycled content, labelling, packaging minimisation and substances of concern. Businesses are expected to maintain relevant technical documentation for a minimum of five years, or ten years for reusable packaging solutions. Failure to comply could ultimately lead to enforcement measures, administrative fines and, in some circumstances, products being removed from the market. Allpack believes that while PPWR


introduces new legal obligations, it also presents an opportunity for organisations to strengthen their sustainability credentials and improve packaging transparency. By working closely with suppliers and preparing documentation in advance, businesses can minimise disruption and remain confident in their ability to meet evolving regulatory requirements.
