What’s next for heat pumps? T
Olivia Smalley, head of policy and communications at the Heat Pump Association, discusses the Government’s recent announcements in relation to the Boiler Upgrade Scheme and what’s next for heat pump deployment in the UK
he UK’s domestic heating landscape is entering a period of transition, driven by the government’s ambition to reach Net Zero by
2050. Reaching Net Zero relies on the phasing out of the use of fossil fuel heating systems, and instead electrifying heat. At the heart of this shift lies a pivotal role for heat pumps, with the Government setting ambitious targets to install 600,000 heat pumps by 2028. To support this, enhanced support has been provided to compensate for the upfront costs of heat pump installs through the recently uplifted Boiler Upgrade Scheme (BUS). The 50% uplift, to the grant to £7,500, introduced in October 2023, and £1.545bn confirmed continued funding

for the scheme during 2025-2028 signals a firm commitment from the Government to support consumers in reducing their home carbon emissions. Historically, the dependence on gas boilers for
residential heating in the UK has played a major role in the country’s household carbon footprint, with the heating industry accounting for nearly one-third of the nation’s carbon emissions. Heat pumps, which work by extracting heat from the air, ground or water offer a low-carbon alternative to heating our homes but have often faced barriers in widespread adoption due to higher upfront costs and a general lack of public awareness. Introduced in May 2022, the Boiler Upgrade Scheme was launched to provide upfront capital support for homeowners wishing to install heat pumps, a change from the regular payments post installation under the previous Renewable Heat
