For passenger lifts, thorough examinations are typically required every six months, while goods- only lifts may be examined annually. Crucially, the thorough examination serves as an independent verification of safety status. Examiners must identify and report defects categorised by severity (although different inspection bodies use different terms): • Defects presenting an immediate danger requiring removal from service
• Defects requiring remedy within a specific timeframe
• Other defects which should be addressed • Observations
Duty holders must respond appropriately to examination reports, addressing identified defects within stipulated timeframes and maintaining detailed records of remedial actions.
Documentation: creating The Golden Thread
Comprehensive record-keeping forms part of the “Golden Thread” of information required under the Building Safety Act. For lifts, this documentation must be readily accessible, systematically organised, and retained throughout the equipment’s lifecycle.
Essential lift-related records include: • Original design specifications and drawings
• For lifts installed since 1999 under the Lifts Regulations, the owner documentation provided when the lift was new
• Supplementary testing (as determined by the competent person) where needed to support the safety of the lift including where the competent person is unable to verify items at thorough examination.
• Declaration of conformity (for lifts installed since 1999 under the Lifts Regulations)
• Thorough examination reports • Results of any supplementary tests carried out
• Maintenance visit reports, including details of work performed
