Decision not to close village

WELL-ORGANISED lobbying against closure of schpols where numbers were falling may undermine Lancashire County Education Com-' mittee’s situation as they grapple with the problem. •

AN application to con struct a house at 2- The Dene, Hurst Green, which was originally turned down by the R ib ble Valley Council’s Develop ment Sub-Committee has now been'given the .go-

ever, that it should be built in the form of an extension to the existing house instead of a de tached dwelling as prop osed in the first applica tion. In a written report,

Planning and Technical Officer Mr Philip Bailey said th a t . an appeal against tihe committee’s refusal had been upheld by the Department of the Environment.

Fire at

warehouse POLICE were this week still investigating the cause of a blaze at a Newton warehouse in .which- thousands o f pounds worth of sweets, crisps and ice ’cream and two caravans were des troyed. The East View ware

house, a former joiner’s shop which was badly damaged in the blaze, has been rented for the past year by an Accrington businessman who sells light refreshments on the Trough of Bowland road du r in g th e summer months. I t was unoc cupied at the time of the fire.

'M • Attacking Secretary of

State Sir Keith Joseph’s decision not to close Bolton-by-Bowland prim ary school in the face of the Education Commit tee’s plans, Coun. Mrs Ruth Henig told the meeting, “It overturned a very carefully thought-out procedure.” She said that as a result

of school places not being taken out of the system, existing grants would be spread that much thinner. The committee went

ahead with a resolution deploring the rejection by Sir Keith of the county’s proposals to close the 21- pupil school, to ask-why the decision was made and to demand the restor ration of the grant lost through the Government’s refusal to allow the sur plus places to be taken out of use. They also called for an

explanation of how the de cision was consistent with the Department of Educa tion and Science’s policy which urged that surplus

school places should be taken out of use in re sponse to falling rolls and that councils faced finan cial penalties for not doing so.

• Coun. Mrs Josephine

Farrington, chairman of the committee, said that sometimes it was an argu ment about the rural school as a village facility rather than as a village school. The two issues became

confused and some local, councils who did not spend a lot of money on leisure facilities expected the education service to bear the brunt of keeping them open and staffed.' Coun. John Entwistle

said that those MPs who lobbied for Bolton-by- Bowland to be kept open should now lobby for more education expendi ture. “They cannot have it both ways,” he said. Coun. Michael Fitzher-

bert Brockholes, chairman of the committee under the previous Conservative administration, which ad vocated closing the school, said that each school clo sure would have to be . considered on its individu

al merits. Schools Sub-Committee

chairman Coun. David Keeley said that every closure decision, which was overturned made it that much more difficult when the next one was considered.
