licences. . Clitheroe magistrates heard
that Frank Smalley (48), of Tower Hill, a driver for 30 y e a rs , suffered from an u ndiagnosed i lln e s s in November 1073, which caused bizarre behaviour.
Sarosh Vakil told the court that Smalley had had a brain fever from which he had com pletely recovered. There was a million to one chance of hav ing it again.
