THE CLAIMS OF PHILANTHROPIC INSTITUTIONS.

I he large and ever increasing number of Philanthropic institutions renders it more and more difficult for ordinary individuals to respond to the calls of such institutions upon their generosity. Setting aside those movements which move upon party or sectarian lines, and taking into account only those which may be deemed worthy of the support of all classes, creeds, and colours, there are still so many remaining, that any one who would do justice to all, would need an abundance of wealth that might excite the envy of a Rothschild: There appear to be quite a number of

these institutions just at present whose beneficent operations are limited by a want of necessary funds. In some cases this is ow'ing to a w-ant of energy on the part oT the piomoters of the movement, who.

• able foi a pleasure, resort, and could be converted into a very, pleasant one at a

comparatively, small expense. At the Mayor’s dinner, the Town Clerk gave a very interesting account of how a former Corporation had leased much of the town’s property for small rentals and long terms that placed the.present generation at a great disadvantage. Bit by bit this prop erty is coming'back into the hands of the tonn, and it will be a great pity if the Pighill pioperty, so eligible for a recreation ground, bo permitted to be re-let. Mon day evening’s meeting gave an indication o f the general feeling On the matter, and the timely action of the Conservatives may' be tho means of securing to the town the ■recreation ground it so truly needs.

Yi:t another Railway proposal, or,

rather, the revival of an old one. It is suggested to construct a now line from Colne to Alanchester, via Nelson, Burnley, and tho Rossendale Valley. Like one or two other schemes that have been pro- during, the last two or: three years.

It has been received with a fair amount of favour. The competition which would result from the construction of this line would prove a boon to the Burnley and Nelson districts, and a shorter route to Mancliester would be added to the bene fits they would derive. But one cannot help wondering wliether it will survive the ordeal whicli has killed the Burnley, Clith eroe, and Sabden Railway, and which is

proving such a trial to tho North-West Central Railway.
