Contract strategy change for Hudson Tunnel US – The Gateway Development Commission (GDC) has revised its procurement strategy for the Hudson Tunnel Project, in New York, dividing the civil works construction into four packages. The civil works are the largest portion


of the Hudson Tunnel Project, comprising the excavation and construction of a new tunnel under the Palisades in New Jersey and the Hudson River and connecting to Penn Station in Manhattan. The tunnel will have two tubes, each 2.4 miles-long (3.86km) long. Following feedback from private sector


contractors at a market engagement event in February, GDC decided to split the works into four contract packages rather than the one large lot previously planned. GDC’s CEO, Kris Kolluri, said industry

CANADA – Metro developments in Canada are pushing ahead with a Requests for Proposals (RfP) issued for the Ontario Line, in Toronto, and more TBM breakthroughs in works underway for the Broadway Extension to the Millennium Line, in Vancouver. In Toronto, Infrastructure Ontario


(IO) and Metrolinx issued the RfP for two major works packages for the Ontario Line – one of which is for tunnel works (Pape Tunnel and underground stations). Three teams were shortlisted to bud for the tunnel package:

The project is being delivered using a progressive design-build (PDB) delivery model. Shortlisting followed the Request for Qualifications (RfQ), that began in November 2022. After bids are assessed, the


top-ranked team is to work with Metrolinx during a development phase, expected to start in 2024, and then Metrolinx has an option to sign a contract. The Ontario Line will be a


15.6km (9.7 mile) new rapid transit line in Toronto running between the Ontario Science Centre and Exhibition/Ontario Place. In Vancouver, further TBM tunnel


boring success has been achieved on the Broadway Extension. The TBM – ‘Elsie’ – has arrived at the future Broadway-City Hall station, which at 65.6ft (20m) underground is the deepest station on the project. Two Herrenknecht TBMs – ‘Elsie’


and ‘Phyllis’ – are being used by Broadway Subway Project Corporation, an Acciona Ghella JV, to bore the twin parallel tunnels for the Broadway extension. ‘Elsie’ arrived at Mount Pleasant Station in late January and was relaunched in early March.

Boring Co opens 2024 race US – Entries have opened for The Boring Company’s ‘Not-a-Boring Competition 2024’. The competition – to be held at its HQ


in Bastrop, Texas, early next year – will challenge teams over eight days to come up with new and speedier tunneling machines and solutions. The competition has three winner


categories: 1. Fastest to complete the tunnel (overall winner)


2. Innovative design, build, and/or test (Innovation Award)


3. Most accurate tunnel (Accuracy Award)


The company wants teams to: design, build, and test all systems in-house (within reason); minimize dependency on heavy machinery during the competition week (small excavators and forklifts can be provided, but no cranes); and, simplify launch set-ups. The overall winner of the 2023


competition was the TUM Boring team from Technical University of Munich, Germany. TUM also won the inaugural competition in 2021. The Innovation Award for 2023 went to Swissloop Tunneling, and the Accuracy and Navigation Award to CU Hyperloop.
