CPA SEEKS MAJOR CHANGE TO EPA’S PROPOSALS ON FORMALDEHYDE EMISSIONS The Composite Panel Association (CPA) has submitted extensive public comments criticising the Environmental Protection Agency’s (EPA) proposed formaldehyde emissions regulations for ignoring specific Congressional directives and the established model in use by the California Air Resources Board (CARB). The proposed rules, released for public comment in May, are intended
to implement the Formaldehyde Standards for Composite Wood Products Act, signed by President Obama in 2010. “EPA’s proposals will be a jobs killer for American manufacturing, due
to the agency’s departure from what was intended by Congress, and that must change,” said Tom Julia, CPA president. The CPA argues that EPA’s rules must strengthen the global
Third Party Certifier (TPC) system, which was established by CARB in 2008. The EPA has also proposed a complete stoppage of commerce where there has been an indication of a non-complying event at the initial source of panel production, but CPA proposes that EPA should require extensive formal notice.

TECHNOCELL RESCUED BY SCHOELLER The Felix Schoeller Group has announced the takeover of the decorative papers activity of Technocell AG, a company which had been in the hands of the receivers. The purchase price was DM130m (US$76.4m). In forming a new company, which will continue to operate the former owner’s plants in Munich-Pasing and Guenzach, the name Technocell has been retained; Technocell Dekor GmbH & Co KG can now be expected to be a substantial influence in the field of decorative papers. German company PWA Dekor was also interested in making
an “unconditional’ offer but feared possible problems under Germany’s cartel regulations. Felix Schoeller makes
photographic papers and the purchase of Technocell will propel it to the front rank of decorative paper manufacturers. The EC has given the go-ahead
to an assistance plan proposed by the Bavarian authorities for Technocell’s pulp manufacturing subsidiary, Bayerische Zellstoff, in Kelheim.

LAMINATE SALES HIKE FOR EPLF MEMBERS Despite the tough economic climate, laminate flooring sales for European Producers of Laminate Flooring (EPLF) members was buoyant throughout 2003, according to a new report from the association.
The yearly forecast of the sales figures of the association, based on the first three-quarters of 2003, shows a significant increase in laminate flooring sales in Europe compared with the previous year.
The EPLF said its 21 members had a worldwide turnover of 391 million m2
of laminate flooring, compared with the
previous year’s total of 334 million m2
– a 57 million m2 increase.
Western Europe remained the strongest market and achieved an increase of 25 million m2 to 227 million m2 with 202 million m2
, compared in 2002 and
representing 58% of total sales. The largest individual market, as last year, was Germany, with 63 million m2
