career, spanning over three decades, has seen him assume roles as a researcher, expert, and team leader. Notably, his influence has been felt in his home country, Peru, as well as Nicaragua, El Salvador, Bolivia, Pakistan, Nepal, India, Bangladesh, Thailand, Myanmar, China, the Philippines, Turkey, Gabon, Uganda, the Democratic Republic of Congo, Azerbaijan, Russia, Albania, Germany, Austria, the Czech Republic, Switzerland, Romania, the Netherlands, Spain, Sweden, Norway, and many others. His areas of expertise encompass a wide spectrum of hydraulic engineering disciplines, including river engineering, fluvial geomorphodynamics, hydrodynamics, sedimentology, flood control and flood risk management, integrated river basin and coastal zone management, and hydraulic engineering, among others. He has actively contributed to numerous projects encompassing dam engineering, hydropower development, irrigation, urban stormwater drainage, and various hydraulic aspects. Alvarado Ancieta is particularly passionate about implementing nature-based engineering solutions for river restoration and consistently endeavors to integrate environmental sustainability with a social perspective. In his home nation, Alvarado Ancieta is celebrated for his exceptional leadership in addressing and raising awareness about flood control in the city and region of Piura, as well as his recent efforts in cities such as Trujillo and Lima. His research and guidance culminated in a comprehensive flood control master plan that, after two decades of arduous work, gained acceptance and endorsement from authorities, stakeholders, and citizens in Piura. The IHE Delft Alumni Award stands as a


testament to the remarkable impact individuals have made in water-related fields. These recipients serve as exemplars for water professionals, and the annual award, instituted in 2013, continues to honor their exceptional contributions, with only a brief hiatus due to pandemic-related constraints in 2020 and 2021.

Historic wave energy legislation signed into law by California Governor Gavin Newsom California took a step forward in harnessing ocean energy as Governor Gavin Newsom signed the California Senate Bill 605, known as SB 605, into law.


SB 605, which was introduced and authored by Senator Steve Padilla (D-San Diego), aims to pave the way for California to evaluate the feasibility of wave and tidal energy projects along its extensive coastline. The legislation empowers the California Energy Commission to conduct an in-depth assessment of the costs, benefits, and logistical considerations of


implementing these cutting-edge technologies. In his statement, Senator Steve Padilla highlighted the vast potential of ocean energy, calling it “one of the largest untapped sources of renewable energy.” He expressed his gratitude to Governor Newsom for signing the legislation, emphasizing its potential to expedite California’s transition to 100% clean energy while creating high-paying jobs. The California Energy Commission will


collaborate with various state agencies and stakeholders to identify suitable locations for wave and tidal energy initiatives, spanning both state and federal waters. This move comes as part of California’s broader strategy to achieve a 100 percent renewable and zero-carbon power grid by 2045, with an interim target of reaching 90 percent by 2035. As of 2022, California had already achieved 54.23 percent of renewable energy in its energy supply. Eco Wave Power Founder & CEO Inna Braverman commended California’s leadership in environmental initiatives and asserted: “We believe that wave energy has massive potential.” She added that Eco Wave Power would soon demonstrate its pioneering technology at the Port of Los Angeles, underlining the capability of wave energy to play a significant role in combating climate change and providing clean, reliable energy sourced from the boundless power of the ocean.

This organization will soon host Eco Wave Power’s first US pilot station, anticipated to be the first onshore wave energy station in the United States. This development follows Eco Wave Power’s successful connection of its EWP-EDF One power station at the Port of Jaffa in Israel to the country’s energy grid, marking a significant step toward the station’s operational readiness. Terry Tamminen, President and CEO of AltaSea, expressed gratitude for Governor Newsom’s recognition of wave and tidal energy’s potential. He stated that the legislation aligns with California’s renewable energy goals and economic growth through the “blue economy.” SB 605 will require the California Energy Commission to produce a comprehensive report by 2025, detailing their findings and recommendations for legislative and executive actions to facilitate the development and use of wave and tidal energy technologies within the state. A study conducted by the National Renewable Energy Laboratory (NREL) revealed that wave and tidal energy could contribute up to 30 percent of the United States’ energy needs. California’s wave energy potential alone has the capacity to power around 13 million homes, according to NREL, a research and development center sponsored by the United States Department of Energy. California’s commitment to exploring these new frontiers in energy generation marks a significant step towards a cleaner and more sustainable future.

Standing Technical Committee formed to address geological surprises in Indian hydroelectric projects The Ministry of Power, Central Electricity Authority (CEA), and Geological Survey of India (GSI) have joined forces to create a Standing Technical Committee to tackle challenges posed by geological surprises in hydroelectric projects across India. The decision to establish the Standing


Technical Committee comes in response to concerns regarding delays and cost overruns experienced in hydroelectric projects due to geological uncertainties and constraints. The Technical Economic Concurrence, issued by the CEA, states that hydroelectric project developers must maintain records of geological surprises they encounter and seek approval from the Ministry of Power to form an Expert Committee composed of representatives from State Governments, GSI, Central Water Commission (CWC), and CEA. To streamline this process and avoid the


need to establish separate Expert Committees for each instance, the Standing Technical Committee has been formed. The committee’s primary objective is to investigate and make recommendations regarding additional time and costs incurred when geological surprises arise during hydroelectric projects. The Standing Technical Committee is composed of key members, including: Chairman: Member (Hydro), CEA Member: Chief Engineer (HPM), CEA Member: Chief Engineer (HPA), CEA Member: A representative of Geological Survey of India Member: A representative of Central Water Commission Member(s): One representative each from the concerned State Governments (to be requested as needed) Member Secretary: Director (HPM), CEA


The Committee’s main responsibilities, outlined in its Terms of Reference, are as follows: To study and analyze geological surprises encountered in hydroelectric projects and provide recommendations. To evaluate the additional time required due to geological surprises. To assess and scrutinize proposals for increased costs resulting from geological surprises, submitted by hydro developers to the Committee.


Project developers are expected to cooperate fully with the Committee, providing the necessary assistance for their studies and vetting. The Committee will prepare bi-annual reports for review by the Ministry of Power. It also retains the option to include additional members as necessary for specific cases. The precise procedures following the receipt of proposals will be established by the Committee during its initial meeting.
