Hudson build resumes while funding threat goes on
MetroLink tunnel bids called IRELAND - Transport Infrastructure Ireland (TII) has issued contract notices for MetroLink’s major civils packages with tunnels - M401 Southern Section (Charlemont to Northwood), and M402 Northern Section M402 (Northwood to Estuary). The M401 lot includes bored tunnels,
tunnel portals, evacuation/intervention shafts and ventilation shafts; and various below ground station excavations. It is valued at €4.565bn. Package M402 also includes bored
tunnels and portals, evacuation/ intervention shafts; and stations, excavations and associated logistics. The €3.347bn contract also covers the M50 viaduct, surface and at-grade sections. MetroLink is to connect Dublin Airport,

US - Construction for the Hudson Tunnel Project (HTP) restarted on all sites in March but the owner, the Gateway Development Commission (GDC), warned that works could be halted again if federal funding does not continue. Last October the federal
government withheld its share of project funding and work on the project was suspended in early February. Some jobsites opened again in the final week of February when federal funds were released. The GDC has warned that it
may have to pause construction again, in two to three months, if federal funding disbursements do not continue. In addition, contract awards for the Hudson River Tunnel and New Jersey Surface Alignment contracts remain on hold. GDC CEO Tom Prendergast
said in a statement: “The Hudson Tunnel Project is the most urgent passenger rail project in the country, and GDC’s mission is to deliver it as soon as possible.” He added: “This project is too
important to delay. That’s why we’re doing everything possible to regain consistent and predictable access to all our federal funding.” Despite the downtime in February,
GDC said it has made “significant progress” on the project this year.

Utility Relocation Project has been completed. The bridge structure was finished late last year, opening space beneath Tonnelle Avenue for the TBMs to be assembled. The first TBM for the Palisades
Tunnel Project has arrived at the construction site in North Bergen, New Jersey, and is being prepared for assembly, while the components for the second TBM are due shortly. Also, GDC’s contractor completed
installation of the Hudson County Access Shaft slurry wall, creating a watertight perimeter for the shaft. Excavation is to begin in Q2. Work has also started on
the installation of pipes and construction of an overwater platform for ground freezing work around the Manhattan bulkhead in preparation for tunnel boring. In the Hudson River, the
cofferdam in the Hudson River has been shifted east toward Manhattan and deep soil mixing within the cofferdam is underway to stabilise the riverbed for tunnel boring. On the Hudson Yards Concrete
Casting – Section 3 tunnel box, the invert slab has been completed and installation of the walls is in progress. More than 11,000 cubic yards (8400m3
) of concrete have been poured to date.
Irish Rail, DART, Dublin Bus and Luas services, and link to other destinations. Much of the 18.8km-long route will run underground. Prequalification will run concurrently,
then the lot tender assessment will be staggered. Bidders may apply for one or both lots - but can only win one contract. TII will shortlist up to four bidders.
Chiltern porous portals milestone UK - Construction of the two northern portal extensions on HS2’s 16km-long Chiltern Tunnel has been completed. The ‘porous portals’ on HS2’s longest
tunnel are engineered to eliminate the possibility of trains creating ‘sonic boom’ when they enter the tunnel at 200mph. The structures at the tunnel’s southern end were completed last year. Align JV started to build the northern
portals as construction of the southern pair wound down. Lessons learnt cut the build time from 20 months to 12. The porous portals’ design was
engineered according to the physical characteristics of the tunnel, including length and concrete track bed, plus the speed at which trains will travel through it.
HK sewer bid call HONG KONG (CHINA) - Hong Kong’s Drainage Services Department (DSD) is inviting tenders for the contract for the East Drainage Tunnel. The works mainly include construction of
a drainage tunnel approx 3.6km long and 5m in diameter, from Shau Kei Wan and Chai Wan to Pak Sha Wan; construction of seven intakes and an outfall; and, ancillary works.
