NEWS

pay should be. Evidence is also being gathered around base pay and the P-factor (the additional pay above base pay due to the demands, risks and restrictions policing places on someone). Following this PFEW will write to the PRRB outlining the areas of concern for officers that need addressing and where to locate the pay position document for the evidence supporting this. At the same time PFEW will communicate with its membership to advise them of the areas in the remuneration package that we feel need addressing. We will be asking local federations to link in with their senior officer teams to highlight these concerns and we ask members to do the same if they are asked by either the PRRB or their local senior leadership team. Part of the evidence we provide will be around the hardship that officers find themselves in especially given the current cost of living. Once this has been completed, we will

need to see the recommendations that the PRRB arrive at. It could be that they arrive at a fair set of recommendations, but we

can’t be sure that this will be the case. In the event that we are not content with the recommendations we will look to poll the membership to seek their feedback on the recommendations. Other organisations do this, and we will do the same, if we feel

that the recommendations have not been independent or if we feel that they are unfair for police officers and the work that they do. If this is the case, it is important that the membership of PFEW is given their voice to express their disappointment and show their strength of feeling. To sit idly back and do nothing would not show the true feelings of police officers. Either way the Government will need to accept or reject the recommendations. The hope is that good recommendations by the PRRB will be provided, and that the Government will in turn accept those recommendations. Recommendations that don’t provide

officers with the rewards they deserve or recommendations that are rejected will not be acceptable to PFEW. This will put PFEW at odds with the Government and leave us in a position where we can evidence that the lack of collective bargaining and binding arbitration is detrimental to police officers. If this is the case, PFEW will look at using all options to influence the government to change the current position. Work on these

options has already begun so that PFEW can act quickly if needed. An early indication of what PFEW will be seeking for officers is as follows:

• Any pay award must also take into account the 4.75 per cent given to

compensate them for the risks and responsibilities they undertake. Additional protections need to be put in place to protect against excessive working hours. Our view is that this should be in the form of financial compensation for the officer. Also, the entitlement to a shift pattern should also be introduced for the Inspecting ranks.

allowance and motor vehicle allowance all need to increase. In addition, too many officers are having their duties changed at short notice and a new shift alteration allowance should be introduced to compensate officers when this happens. Consideration also needs to be given to introducing a detective allowance.
