Hang on, I hear our London readers shouting: Whaddaya mean, some- thing’s finally happening? It’s been happening for weeks and months and years! Yes, well, that’s London… we’re putting in regular reports about all that every month – including in this edition. And as we’ve oft been known to say, what happens in London today, it’ll happen in the rest of the country tomorrow. That’s why we’re keeping the mag- nifying glass over the protests against possible pollution-charging, and removal of the exemption for congestion charging for PHVs in London… which is being contemplated and discussed in the other five original cities/towns for ULEV targets, as well in the capital.


When we say “something is finally happening”, this is all about the long-awaited Task and Finish Group report to the Transport Minister. As readers may well be aware, the entire proceedings surrounding the Task and Finish group were conducted under Chatham House rules – meaning that we couldn’t talk about it all. Frustrating or what! – especially as I was one of the 11 members of the group, and from the outset was nagging all and sundry to find out when/if the resultant recommendations would be going out to consultation within the industry in England.


OK, so the report has finally been published. The wraps are off. The cloak-and-dagger nonsense is finished. But what will be the next step? That’s exactly what members of the group have been pushing for over the past three months, since the last T&F meeting took place in June. In the meantime, you can read all about this report: on the front page, and inside this edition where we set out all 34 recommendations.

The full 68-page report has been posted on the PHTM and National Association websites; plus a “stop-press” bulletin went out on PHTM Facebook shortly after the embargo was lifted. National Association members were sent the full version of the report literally minutes after we got the “green flag” to release it. We are/were desperate to find out members’ opinions, which hopefully will come down the email and phone and we can pass them on to Government.


Tell you what: for the most part the package of recommendations is quite sensible, and achievable: national standards, national database of drivers (and possibly vehicles), review of drivers’ hours (tricky!), reciprocal enforcement powers across all local council boundaries. However, there are some “zingers” in there as well, such as the pro- posal that PHV numbers should be capped, and – the “zinger” of them all – that private hire journeys should start and/or end in the district where the operator, driver and vehicle are all licensed.


Now that’ll put the cat amongst the pigeons big style! It did during the group’s deliberations, and a majority agreement was not reached; thus its appearance in the list of recommendations. The best thing you can do is to get stuck in to reading the recommendations, and send us your reaction/views/opinions. They will be passed on to the Powers that Be, believe me.
