he language used to describe any crisis evolves as the crisis itself unfolds. And so it is with COVID-19. In the early stages of the pandemic, some commentators described the virus as the great leveler – affecting rich and poor alike. But it quickly became clear that


COVID-19, like much else, would disproportionately affect those with lower paid, precarious or no employment, with


cramped or overcrowded living spaces, and with little or no access to savings, welfare payments or health care facilities. In poorer countries, more people could


die from the lockdown – from malnutrition and diseases, or dehydration due to lack of access to safe water and sanitation – than from the virus itself. As the OPEC Fund Quarterly magazine went to press, it was being reported that developing nations could not find enough materials and equipment


to test for coronavirus, partly because the US and Europe were outspending them. The overall cost of COVID-19 to people and economies in developed countries is as yet unknown. Even more difficult to calculate will be the cost to people and economies in developing countries already grappling with fundamental challenges like poverty and hunger – and urgently adapting to the impact of climate change, as our lead feature shows.
