APHIS will issue guidance to stakeholders
for the upcoming horse show season in light of the postponement of the new rule. T e HPA is a Federal law that prohibits sored horses from participating in shows, exhibitions, sales, or auctions. T e HPA also prohibits the transportation of sored horses to or from any of these events. T e American Horse Council released the fol-
lowing statement on January 24: “We are pleased that USDA APHIS is delaying the implementa- tion date of the fi nal rule. Earlier this month, the AHC made a formal request for a 60-day delay to provide additional time for the agency to an- swer and clarify several troubling provisions in the regulation as it applies to certain disciplines, inspector training, and reporting requirements. T e equine community is particularly concerned about the agency’s evolving defi nition of soring, which seems to signifi cantly expand the scope beyond the original intent. T e USDA APHIS needs to refocus its eff orts to scale the Final Rule

MTR's Carter Earns Veteran Award T e EQUUS Foundation and Back on Track
awarded one of its 2024 Back on Track Vet- eran Services grants to Carter, a 2004 imported German Sporthorse gelding at Maryland T er- apeutic Riding, Inc., in Crownsville. Carter joined MTR in 2020. He was a for- mer upper-level dressage horse that became the “gentle giant” of MTR’s program. Today, Carter serves the program in many roles from unmounted equine-assisted psychotherapy ses- sions to summer programs for children and adaptive riding lessons. Carter is also a steady mount for MTR’s
Equine Services for Heroes program. T e pro- gram has over 70 veterans, active-duty service members, fi rst responders, and their families. All programs are off ered free of charge to par-

USEF Higher Ed Scholarships U.S. Equestrian is currently accepting applica-
tions for the 2025 Higher Education Equestrian Scholarships program. T e program awards fi ve $1,000 scholarships annually to graduat- ing high school seniors who intend to advance their equine knowledge or equestrian experience while in college. T ese scholarships are open to U.S. Equestrian competition members and sub- scribers who are current high school seniors that are preparing to enter college full-time in the fall of 2025.
