Update on National Step Change Programme


Following the terrorist incidents of 2017, Counter Terrorism Policing launched the Step Change programme with the aim of enhancing private public collaboration to improve security. At a recent national Protect and Prepare conference, Superintendent Nick Aldworth, the newly appointed National Counter Terrorism Protect and Prepare Coordinator, provided an update on progress.


Within the programme, five strands of activity have been identified:


• Crowded Places – with education and mobilisation initiatives to enable industry to self-deliver


• Security and Resilience – including an alliance with the SIA, potentially with a new curriculum for licensed security officers


• Cyber and Finance – with the potential for a cadre of industry experts to provide advice


• Transport – including upskilling the maritime workforce and equipping guards on trains


• Travel and Tourism – identifying priority locations, optimising advice and considering whether hotels should be licensed for their security provision.


Each strand has ten to twenty projects and, of these, 25 priority projects have been identified.


The governance for the programme has also been established, including a steering group, programme board and management office. Chief Superintendent Aldworth emphasised how the opportunity now exists to create a truly mobilised society to protect against and prepare for terrorist incidents and noted the positive response from the security sector to date. However, he highlighted the risks involved: there is no new money for this programme and no new regulation to back it up.


Call to Action


Following this conference, in June Counter Terrorism Policing issued a Call to Action for policing, the private sector and government to support the integrated delivery of the twenty- five priority projects, asking for people to develop them, lead them and deliver them, facilitated by policing and government where appropriate.

Cross-sector Safety and Security in the East Midlands


In March, over 30 Business Champions, from across the East Midlands, assembled for their first Industry Sector Lead meeting, which was generously hosted at the offices of Capital One in Nottingham. The majority of the business sectors are now covered.


Presentations were given during the meeting by Inspector Rob Taylor from Nottinghamshire Police, on the updated terrorist threat across the UK; by Wing Commander Andy Bunce from the Royal Air Force, who discussed leadership styles in security management; and by Richard Stones OBE from Next Retail, who delivered a presentation about business crime. The event was CPD accredited.


The group has also established a Regional Management Board which includes Steve Goad from Capital One in Nottingham, Ruth Nixon from Zycomm Electronics in Ripley, Paul Crane from Cavendish Nuclear in Leicester and Anthony Day from Leicestershire Police. The East Midlands region of CSSC is now up and running and has already distributed messages following the tragic events that took place recently in France. It is very encouraging that so many security professionals have put themselves forward to support this important business initiative.


CSSC in the East Midlands is working in partnership with Counter Terrorism Security Advisors from all five police forces in the region and is being supported by Next Retail and Poppleston Allen licensing solicitors.

Outstanding Security


Performance Award (OSPA) for Don Randall, MBE


This prominent award recognises a senior member of the security community who has been working in the industry for over 30 years. It acknowledges an individual who has consistently shown outstanding performance and who has had a substantial impact upon designing and driving standards in the security sector. Donserved with the City of London Police until January 1995, leaving at at the rank of Superintendent. He was appointed Managing Director at

JPMorgan Chase and held the post of International Security Manager for Europe, the Middle East, Africa and the Asia Pacific regions. In 2008, Don was appointed Head of Security at the Bank of England and in 2013 was appointed as the Bank’s first Chief Information Security Officer. Since 2015 he has acted as senior consultant/advisor to a number of prestigious UK and international corporate clients.


Don’s unique contribution to the security sector has been in establishing and leading a number of key public-private security partnerships that have become pivotal to security in London, nationally and globally. Don is founder and Chairman of the Sister Banks, Project Griffin and the Building Accreditation Scheme (BAS), and founder, Vice Chairman of Trustees and Chairman of the Senior Management Board of the Cross Sector Safety and Security Communications (CSSC) initiative.


Don is also Chairman of the City of London Crime Prevention Association and Chairman of the London Resilience Business Sector panel, and a member of the City of London Safer City Partnership, the London First Advisory Board, and various expert panels relating to the prevention, deterrent and detection of crime and terrorism.


In 2011 Don was appointed a Visiting Senior Research Fellow of the University of Portsmouth (Institute of Criminal Justice Studies), and in 2015 he was admitted to the Register of Chartered Security Professionals.


Don was awarded the MBE in the 2007 New Year’s Honours for services to law enforcement in the harmonisation of public and private sector agencies.


In 2013 he was awarded the Imbert Award by the Association of Security Consultants, which recognises contributions to the


advancement of security risk management in the UK, and a Security Excellence Award for Outstanding Contribution to the Security Profession. In 2015 Don was a recipient of the International Police and Public Safety 9/11 Commendation Medal.
