This has supported the sustainability claims that have been made by several re-refiners in that the yield of base oil from a re-refining operation is significantly higher than that from a crude based refinery, thus generating a lower level of CO2


base stock production.


In addition, the highly saturated composition of today’s re-refined base stocks makes them highly stable and not subject to degradation while operating in an engine environment. In fact, it is mostly the engine oil additives that degrade while in use with only a small degradation of the base stock components, namely thiophenes and other sulphur containing molecules, aromatics, and perhaps some of the multi-ring polycyclo paraffin components. It should be noted that thiophenes, sulphur and aromatics components are essentially absent from Group II and Group III base stocks.


The European PCEO industry will continue to pursue the use of high performance and low SAE grade engine oils to promote fuel economy credits. This will be complimented by the transition of the car population from the internal combustion engine (ICE) to a combination of electric vehicles (EV), hybrids and


emissions per barrel of


other fuel systems, the key observation being that EVs do not have an engine and accordingly no engine oil demand. The timeline for this transition has been set by the European Union, however, the pace of conversion away from the internal combustion engine vary within the European Union and its participating countries.


Some of the factors that will influence the pace of change include vehicle affordability, the need for an expanded network of charging stations, upgrades to the road network to accommodate the heavier weight of electric vehicles, and continued government support and policies to promote the use of cleaner transportation.


At the same time, the rate of scrappage or the removal of older and less efficient vehicles powered by ICEs from the marketplace will be another key challenge towards the overall goal of a cleaner transportation environment. Prior to the COVID pandemic, the average age of a car in the European Union was estimated at 11.5 years, with the average age of trucks and buses at 13.0 and 11.7 years, respectively. A significant reduction in vehicle age will therefore be required as part of Europe’s strategy.
