A design review was carried out by UNOPS. High priority observations included: right of use of the construction site; functionality: suitable design for use; security: safety; environmental impact assessment; adjustment to regulations and building codes. Medium priority observations included: principles of future maintenance and operating costs relating to facilities and materials selection; flexible design to adapt technological advances and renewal of urban infrastructure services; the use of green technology: location and shape of the building; energy efficiency; the use of renewable resources; the use of durable, safe and low maintenance materials. The review was carried out to minimise


the potential for errors during construction including inconsistencies or omissions. Based on the ‘Bidding Terms and Conditions of UNOPS for Minor Works’, alongside Uruguay’s legislation, regulations and local practices and adjusted to meet the principles and procedures of the ‘UNOPS Procurement Manual’, UNOPS executed all stages of the bidding process up to awarding the contract for the work. As shown in Table 1, health services


infrastructure projects are organised in three development phases – pre- investment, investment and post- investment – to ensure the easy division of tasks and assignment of responsibilities. Despite being located in three different


countries, the structure of management and the division of tasks between FIOTEC, ASSE and UNOPS ensured the orderly participation of all parties and the transparent management of the project as well as avoiding escalating costs. The organisational structure is detailed in Table 2.


Conclusion The project improved access to and the quality of the service provided by the Primary Health Care Network in order to strengthen epidemiological surveillance in small towns on the borders of Uruguay and Brazil and contributed to the better development and operation of health service infrastructure.
