l Have budget holders agreed in advance how costs and benefits will be shared across the pathway/system?
l Have we explored the need to move beyond fixed-price agreements to a gain-share or risk-share model?
Organisational culture and capability l Is there senior leadership commitment to VBP principles?
l Are procurement KPIs aligned with value delivery (not just cost reduction)?
l Do procurement teams have training and skills in value-based assessment (e.g., interpreting clinical evidence, analysing health economics, evaluating productivity metrics, and assessing sustainability data beyond initial price)?

Having recently completed an MSc in Advanced Health and Care Management (Value-Based) at Swansea University, Amelia drives initiatives to accelerate innovation adoption within the NHS.
