Wonder) announced that it would supply and deploy lottery instant games, e- instant digital games, and WAVE lottery


retailer terminals to SISAL in Morocco. The company said that the agreement represented a “very important step” in


growing its footprint in the rapidly developing African lottery market.


According to the company the product will be rolled out in as many as 700 retail locations.

Te company said that the agreement represented a “very important step” in growing its footprint in the rapidly developing African lottery market.


In January MDJS announced that it would launch an international tender to find a new operating partner. Te successful applicant would replace Intralot. Te call for tenders was for a first batch of fixed odds sports betting and mutual betting, including betting on virtual competitions, with the exception of betting on horse and greyhound racing. Te second lot covered lotteries, instant lotteries of a sporting nature, as well as raffles. Potential operators could submit a tender for a single lot or for both lots. Scheduled for an initial period of eight years, from 1st January 2024, the management contract remains extendable for two additional years under certain conditions. In March the deadline for submission of bids was extended.

Te online offer is also Improving. EveryMatrix and Intralot launched a new website for MDJS having signed an agreement in April 2022. Te new MDJSJeux.ma was launched in September 2022.


Meanwhile off track horse race betting (also a state monopoly) is also popular. Morocco’s Royal Society of Horse Encouragement (SOREC) has around 30 branches and an additional 500 points of sale. SOREC is a government- owned company placed under the authority of the Ministry of Agriculture. By law, SOREC is the only horse betting operator in Morocco under the Tote scheme (Pari Mutuel).


SOREC recently created Gamma Systems, to manage horse racing betting. Te aim of the new technology is to boost the horse racing scene in Morocco and make it more “inclusive, sustainable, and efficient,” SOREC said in a statement. SOREC organizes over 1,760 races in 6 racetracks.


Local citizens are also allowed to play in casinos. Tere are seven casinos in four cities. Te first casino, Casino de Marrakech, was opened in 1952 when Morocco was still under French control. In September 2022 Spanish casino operator CIRSA, owned by Blackstone became the biggest casino operator in Morocco by buying the Casino de Tanger, the largest casino. Cirsa has signed a deal with the municipality of Tanger-Tetouan, which will also see it take over operation of the 2,000 m2 hotel. It already operates two casinos in the southern city of Agadir.


TUNISIA


Only the uprising in Tunisia in 2011 had resulted in a transition to constitutional democratic governance or it had until last year. Tunisia was often held up as an example of democratic transition and a new constitution went into effect in 2014. However President Saied, faced with anti-government protests following a sharp rise in Covid-19 cases and growing anger over economic conditions, seized power in July 2021. After dismissing the prime minister and his cabinet, erasing parliamentary immunity and dissolving the 2014 constitution he started ruling by decree. In July he organised held a referendum on a new constitution consolidating power in his hands


thus putting the final nail in the coffin of the country’s short lived democratic experiment.


Since then the situation has gone from bad to worse. Te 2022 budget deficit is estimated at 9.7 per cent and public debt is above 87 per cent of GDP. Unemployment is more than 18 per cent and the country currently owes the IMF a staggering US$2.01 billion.

Meanwhile offshore operators target the market and according to Promosport it is estimated that the offshore gambling market has around 300,000 players from Tunisia. Meanwhile there is no National Lottery in the country.


In April 2019 the government signed a decree allowing for an expanded Promosport product offering and later that year Promosport launched a call for tender to expand its product offering. In September 2022 Sisal won the tender for the management of gaming by Promosport. According to the agreement, Sisal would manage and develop a product portfolio that would include sportsbetting, numerical games, instant lotteries and online games for a period of 10 years.
