We catalog millions of interactions with other people and situations over our lifetime. “The most catastrophic violence that was averted is
very often averted because somebody noticed some- thing that didn’t look right and they didn’t ignore it,” Dorn continued. That’s in contrast to the reluctance to “cry wolf,” he
added. “When you don’t train people, everything’s a judgment
call,” Dorn noted. “I’ve got to look at an individual and try to figure out if they’re dangerous or not. Dangerous people look like me, they look like you, they don’t have ‘serial killer’ written on their forehead. They can be any age, gender, ethnicity.” Dorn’s team teaches people to consider the context, the time, the place, the setting of a situation. “In context, if you’ve been a driver for 15 years and you
know what you have normally seen and you’ve never seen someone do that at a bus stop. It doesn’t mean anybody’s going to hurt anybody, but don’t just dismiss it,” he said. “Ask yourself what could explain that unusual behavior.”
For instanced, Dorn explained a man wearing a heavy
trench coat in Clinton, Iowa in February may not be something to heed. “Put that same individual in Miami and it’s 102 degrees, that might be a problem, because they might be wearing a trench coat to hide that shot- gun,” he said. Such situational awareness also extends to suicide
prevention. “The driver notices something that they report. Then
we find out later that young person was going to drop out of school, is pressured to join a gang or is going to kill themselves,” said Dorn. The Indiana State Police, with the assistance of the
Indiana Department of Education (IDOE) and the Mooresville Consolidate Schools, also produced videos related to active shooter scenarios on school buses. School bus-specific videos are found under the video
