Manary said that when reviewing wheelchair crash test results, transporters should make sure the occupant stays in the seat, there is no structural failure, and the wheelchair remains secure. She noted that postural support systems are different from occupant restraints and transportation must be clear on exactly what safety systems are needed for the student. Whenever possible, students should be transferred from the wheelchair to a bus seat. If a student needs to stay seated in the wheelchair for travel, Manary said the safest option is a wheelchair that complies with the voluntary indus- try standard RESNA WC19. WC19-compliant wheelchairs are recommended because of their compatibility with seatbelt systems and have securement brackets that are compatible with strap-type tiedown systems. If a WC19 wheelchair is not available, the next best choice is a wheelchair with an acces- sible metal frame, where tiedown straps and hooks can be attached at frame junctions. She added that transporters should always use a Wheelchair Tiedown and Occupant Restraint Systems (WTORS) that has been crash tested and labeled as complying with RESNA WC18. Regarding regulations on wheelchair tie downs, she said that the four


tie-down points must be modified if transporters cannot easily reach each one. She continued that each point of securement must take less than 10 seconds to unhook.
