Sean, with 30 years of experience in source testing and continuous emissions monitoring, works for a Virginia-based energy company. He held certification as a Qualified Source Testing Individual (Groups I-IV) for 15 years and has been an active member of the Source Evaluation Society for nearly 20 years, serving as its President since 2020. In 2022, Sean represented a team providing CEMS training in India, coordinated by the International Centre for Sustainable Carbon. He is passionate about source testing, data quality, blues and jazz, and spending time with his family and two Labradors.

Swamy is the Founder and Managing Director of Newtech International W.L.L. (reputed engineering-based service provider since 1990), Envirotech Consultancy WLL in Bahrain (since 1999) and Newtech Intl Co. Ltd, Qatar (since 2005). Newtech was one of the pioneers in conducting stack testing using Portable FGA and in introducing the Continuous Emission Monitoring Relative Accuracy Test (CEM RATA) in the State of Qatar. Organized a Stack Sampling and CEM Workshop in Qatar, collaborating with Mr. Walter Smith (a co- author of the US EPA 40 CFR Part 60 Methods 1-8). Newtech also organized training for QSTI certification by Mr. Philip Schwindt. Newtech/Envirotech carried out several CEM RATA tests, Stack Emission Monitoring Compliance Tests (RAA), Ambient Air Quality Monitoring (AAQM), and more.

For over 30 years, he has helped utility and industrial clients address emissions monitoring, testing requirements, environmental reporting, compliance strategies, control optimization, and plant performance issues. From regulatory assessments to environmental audits to emissions method research and accuracy improvements, he has worked with a variety of sources, industry groups, and EPA to improve emissions monitoring and reporting.
