7. Petitioners are physically, emotionally, and psychologically capable of caring for children as per Medical Certificate dated April 16, 2019 for Neah C. Santiago, and Oct. 15, 2019 for Cliefster C. Santiago, and hereto attached as Annex “B” and “B-1”;
