Resignation Itwas noted that Cllr Peter Herrin had resigned.Members expressed their gratitude for his hardwork, particularly in bringing the Parkwood Farmreservoir scheme to fruition, and his involvement in highwayma�ers. Elections CllrMunfordwas elected as chairman for the following year. Cllr Ellis was nominated as vice-chairman by Cllr Munford and his appointmentwas agreed. Crime report There had been 10 reported crimes. In southward therewere two incidents of criminal damage; one burglary; a theft; an a�empted burglary and a shed break-in. In northward there were two thefts and two break-ins. Lyewood FarmAresident queried footway arrangements onGreen Lane. Cllr Smith said Crestwould be building a path from Old Tree Lane to the existing path. Crest Nicholson had submi�ed proposed road names toMBC.Members agreed that these names should be rejected in favour of continuing the theme of using the names of local peoplewho lost their lives inWWI andWWII. The clerkwould informMBC. AllotmentsAtenant thanked the parish council for the grant towards the newroof for the portacabin. Theworkwas now complete. Fete commi�ee Jen Cleaver thanked members for the grantwhich had been used toward high-vis vests, flyers and hay bales. The commi�eewas having to buy newbunting at a cost of £50 as it had been stolen last year. Bins Coakley Cleaning had been engaged to empty five dogwaste bins at a cost of £10 per bin per visit. Emptyingwould be on a fortnightly basis. Speed limit KCCwere investigating the possibility of a temporary 20mph speed limit onGreen Lane to slowtraffic heading to and fromthe Lyewood Farmsite. Bus shelter grant The clerkwas to apply for the KCC grant towards a replacement bus shelter for Church Street. Itwas agreed that the shelter should be a traditional timber cantilever designwith no sides or seating. Allotment CllrMartin thanked the clerk for herwork and said therewas nowonly one vacant half plot on the site.Once this was filled, awaiting listwould be maintained. TaylorWimpey had asked whether the parish councilwould be willing to take over andmanage the new allotment site at Langley Park. Cllr Munford proposed that Cllr Ellis be given delegated powers to negotiate the freehold of the site. Village hall The CCTV camera in the playground needed a tamper-proof cover as itwas pointing to the bench instead of across the play area. Parkwood FarmCllr Redfearn said there was still an amount of rubbish that needed to be cleared, downstreamof the outfall. Northward Vegetation had been cut back on the footpath at Joywood. KCC CllrGary Cooke had been asked for double yellow lines at the junction of Joywood and Brishing Lane to improve road safety.

Drug dealing Thiswas suspected in the woodland strip at RomanWay. Cllr Stevens had spoken to PCSONeilDenny. Itwas agreed to contact the police. Dogwaste Residents had asked for dog waste bins at Langley Park. The clerk said therewould be a country park on the site in the future,whichmight be an appropriate place for bins. Langley Park School Residents had expressed concern about the lack of parking at the school. Itwas hoped that parkingwould improve once buildingwas finished and roadswere open. Finger post Cllr Edmans said the sign in TheQuarries had been taken down and was in storage in thewood yard. The timberswere beyond repair but the le�ering could be used. Thewood yard had provided a quote for a newsignwhich MBC had agreed to fund. CllrHumphryes agreed to paint the sign. Warmemorial plaque Itwas agreed that the school plaque should be replicated and placed in the village hall foyer. The total cost of the plaquewould be £1,246, but Cllr Munford had provided £500 fromhis member fund.


BroomfieldandKingswood


Parish event The eventwent verywellwith lots of positive feedback. Raffle proceeds would be shared between the Scouts and the playgroup. The event came in close to budget. Therewas concern that photos taken at the parish event included pictures of children.Members of the publicwere advised that thesewere not taken on behalf of the parish council. Dogs control Therewas concern about the number of dogs thatwere unsupervised on the sports field and tied to the playground railings. The parish council advised that therewere notices around the field asking that owners keep their dogs under control. Itwas agreed to look into pu�ing up a hitching post away fromthe railings. Defibrillator Cllr Prendergast advised that shewould be happy to contribute to the cost of the defibrillator at the village hall fromhermember’s grant. Kent Fire and Rescuemight also be able to assist. Crime reportAbicyclewas stolen from outside a shop in CharlesfordAvenue, but later recovered. Youths threwa stone through thewindowof a building in CharlesfordAvenue. Thewindowof an AudiA3was smashed in the same road. Thewindscreen of a Kia Picantowas damaged, possiblywith a pellet, in Tall Trees Close. Li�er picking Itwas agreed that the RFO should investigate the cost of li�er-picking equipment. VEDay The village hall had been booked for a VEDay celebration onMay 10, 2020. Councillorswere to considerwhat this eventmight include.

Police reportAvehicle had been damaged, possiblywith an air rifle. Youths had been


seen carrying an air rifle, se�ing fires, drinking alcohol and driving quad bikes. PCSOGardner had patrolled the area and arranged for a sign to be put upwarning that the policewere aware. Cllr Underdown had received a report of a call froman aggressive callerwanting trees cut down. Bus pilot scheme The lack of communication fromThe Big Conversation was noted, aswas the delay to the scheme caused by the discovery of power cables underneath the proposed location of the layby at the bus stop along Su�on Road. The clerkwas asked towrite to The Big Conversation and Cllr EricHotson. Textile bank The disappearance of the bankwas noted, following the clerk’s repeated requests for unpaid rent totalling £210. Itwas agreed towrite this sumoff. Dog bag dispenser This had been delivered and itwas agreed that it should be sited on the bus shelter next to themap. Football teams Therewere additional clubs using the pitch this season. Itwas agreed that three newsets of keyswould be cut. Coxheath FC girlsU11swished to train on the pitch one evening aweek during summer.Afee of £10 plus a £50 key depositwas suggested. Trees The trees at theMemorial Playing Fieldwere discussed. Itwas agreed to ask Aspen Tree Services to pollard the diseased horse chestnut, to remove the overhanging branches on a horse chestnut near the gate and to survey the remaining trees. Flytipping Cllr Forknall reported some cases of flytipping. Therewere concerns that thesemight increase nowthat charges had been brought in at recycling centres. ParishwalkAparishioner had reported that parishwalkNo 1 had access issues, which had been reported to KCC. Cllr Waringwas towalk all four parishwalks and report back. Roads The pothole next to themanhole cover on ChartHill Road had been properly repaired.Highwayswere dealing with the road humps in ForshamLane and the collapsing bank inGreen Lane. Play areaWicksteed had provided an amended quote for replacing the play area equipment (up from£4,972 to £5,087) to allowfor secure storage and temporary welfare facilities) although this could go up again depending on the amount ofwet pour repair necessary. Itwas agreed to accept the higher quote.

TributesAminute’s silencewas observed in thememory of formermayor Brian Mortimer,who died recently. Officers Cllr Clive Parkerwas re-elected as chairman. Cllr RodneyDivall, vice- chairman formany years, decided not to stand.Hewas thanked for his support. Cllr JohnWilsonwas elected as vice-chairman. Medical centre The practicemanager of Greensands said the lease forOrchard Medical Centre had been extended and both practiceswould remain open until the newpractice had been built.
