The parish council had received a donation of £200 froma resident and the clerk had had an offer of £50 froma regular user of the play area. Parish fieldA vehicle had damaged the grass by the pavilion. Cllr Gooch asked members to discuss a ban on vehicles in thewintermonths to protect the field. It was suggested that a total banwould disrupt current hirers,workmen and cleaners.Another possibilitywas towiden the path. CllrManser suggested a site meeting. Groundsmaintenance The three quotationswere discussed and itwas agreed to accept the quotation fromthe present contractor, Landscape Services. Information board Cllr Gooch had contacted a local carpenter to quote for the repair of the information board frame at Barming bridge. The quotewould be circulated tomembers. ParishHall The outer doors had been fixed by a carpenter and the invoicewas awaited. Parishmeeting The annual parishmeeting would take place in the parish hall at 7.30pmonApril 17,with the full council meeting at 7pm. Itwas agreed to ask Gallaghers to give a presentation. The annualmeeting of the councilwould be held at 7pmonMay 8, prior to the full councilmeeting.

Website Views had increased substantially compared to January 2018. Changes included the removal of agendas and minutes over two years old; the inclusion of questions and answers on the Loose Neighbourhood Plan; an events calendar. Councillorswere asked to reviewthe website and report any changes to the office. Play areaA broken trampoline spring had been found on theweekly check. Itwas agreed to report this. Potholes Holes inWell Street and Busbridge Roadwould be reported to KCC. Coffeemorning There had been good
a�endance at the community coffee mornings in January and February, with regular donations of cakes, scones, books and puzzles, and help with serving teas. Community warden Liz Lova� said she found it very helpful. The start-up costs should soon be cleared and then the events would be self-funding. Funding had been applied for fromBluebird Care – this wouldmean a�endees being asked to fill out a short questionnaire. It was agreed that this could be done to comply with funding regulations.

Neighbourhood plan Planning consultant ClareWright gave a presentation on the project, followed by a discussion. Precept There was a discussion on the budget and a precept of £70,868 was agreed. Maintenance contract There was a discussion regarding the two-year contract and it was noted that one of the bids could not be considered as the company had failed to follow the correct tender process. It was agreed to engage Pearson’s Landscaping. PCSO report There was a discussion regarding anti-social parking but the PCSO’s powers were limited and local residents were fully aware of this. Resignation Cllr Paula Frith had resigned. It was agreed to elect a new councillor by co-option. Benches Cllr S Hogg noted that the council-owned benches at the BridgeMill Way play area had been removed. Cllr Wilby said these were being refurbished before the summer. School parking KCC Cllr Paul Cooper had been speaking to the various bodies atArchbishop Courtenay School to resolve the congestion issue. It was agreed that the clerk would write to the school to support Cllr Cooper in resolving this issue. Overhanging tree Cllr S Hogg said an overhanging willow tree atAllnu�Mill Close had caused an increase in burglaries in gardens.
