Pedestrian crossingA resident asked for support to have a pedestrian crossing on the B2163 to help residents cross the road, or if thiswas not possible, could the parish council establishwho owned the land behind the houses opposite The George for parking. Councillor Cooke stated that itwas unlikely that KCC would approve a pedestrian crossing in that location due to the poor sight lines. He stated that the land to the rear of the houseswas owned by Stru� and Parker. Head teacher KCC Cllr Cooke said he hadmetwith the newhead of Leeds and Broomfield School. He reported that there was an issuewith the vehicles driving at the lollipopman and hewasworking to supply himwith a body camera. The incidentwas reported to police. Relief road Cllr Cooke confirmed KCC was stillworking on the feasibility study for the relief road.MBCwas still seeking a judicial reviewagainst KCC regarding the relief road. Damage Cllr Cooke said KCC had designated the damaged interactive sign opposite the school as not safety critical. It had nowbeen replaced. Streetlights Cllr China said he had been in contactwith KCC Officer Jennie Watson regarding a damaged street light on theA20, this had to be taken away and the electrical components had been wrapped.An electrical sign had been also removed and these had been left for approximately two years. Cllr China reported that streetlightswere due to be replaced as theywere faulty, and confirmed that any faulty lightswould nowbe replacedwith LED lights. He suggested lightswere needed at the playing field and hewould seek a quotation for thework. Water pipes Back Streetwould be closed for threemonths to enablewater pipes to be laid. Cllr Cooke confirmed that the roadwould be open for Christmas. Footpath Cllr Cooke asked if the footpaths issuewas resolved and said he had circulated clear information regarding the status of the footpath. The signagewas adequate on the gate and the footpath. Pavilion Cllr China reported that new cisternswere due to be installed at the Pavilion.A resident had enquired about hiring the Pavilion for two to three hours aweek, and asked formembers views on this. Itwas agreed bymembers at an hourly rent of £8. Three PIR LED lights had been installed on the front of the pavilion.An art class had rented the pavilion for classes on Fridaymornings. A defibrillatorwas to be bought and installed on the externalwall. Parking CllrMartin said the football team had asked if the plasticma�ing for overflowparking in the playing field could be extended andwhether they could also use the tennis courts for additional parking. Roses CllrMartin reported she had planted roses in the verges in the parish. Contract Cllr China stated that the specification for the 2019/20maintenance contractwould be reviewed and quotations sought for next year’s maintenancework. Play area The parish council received £10,000 grant fromMBC for the replacement of the play area, this would be match funded by the parish council. CCTV Cllr China reported that CCTV was due to be installed. A resident asked if the cameras would be installed in Burberry Lane to monitor fly tipping. Members agreed that new CCTV would be installed initially at the car park and the playing field and then it might be extended to other areas. Tennis courts The key arrangement for access to the courts would be changed from January 2019, and a £5 deposit would be needed. This would give the hirer a key for 12 months, saving them the trouble of going to pick up the keys every time. It was hoped this would encourage better use of the facility. Potholes A resident advised that several potholes had appeared around the entrance to the church and the road surface on the incline from the church entrance to the village hall was in very poor condition. Both of these caseswould


be reported to KCC Highways.


Ulcombe Football The football club have confirmed that they have no need for a fridge in the pavilion. Guide Themeeting heard that the CharlesArnold Baker 11th edition guide to Local CouncilAdministrationwas now available, and itwas agreed to buy one. TravellersmeetingAn email from Staplehurst Parish Council confirmed a date for the joint parishes gypsy and traveller follow-upmeeting. Cllr Kenwardwould a�end. Fire-proof cabinets Itwas resolved to defer this itemin order for the clerk to identifywhether a second-hand four drawer cabinet could be sourced. PlantersA sumof £1,500would be put towards the purchase ofmaterials, compost, bulbs and flowers. Community event Cllr Kenward, Cllr Lovegrove and the clerkwill organise a community eventwith other interested parties fromlocal village organisations. The sumof £250will be put towards the event. Play area Themonthly inspection report fromMBCwas received and both the toddler swing seat and junior swing seats were noted as needing a�ention. The councilwould buy one newtoddler swing seat and two junior seats.A£500 grant has been awarded fromCounty Cllr Prendergast’sMembers Fund to update the play area. The RoSPAplay area inspection report has identified a number of issues as requiring action. Itwas noted that the majoritywere identified as lowrisk but the clerkwill seek quote for remedial repairs. CommunitywardenDawn Riach-Brown had not received any calls fromresidents in August, but continued to have a visible presence in the area. Highways issues Remedial road surfacingwork in LenhamRoad had not yet been carried out and a bollard had been knocked over atWents triangle.
