Chesapeake's 2018 First Citizen announced
Mr. R. Carroll Smith, Sr. has been named Chesapeake’s First Citizen for 2018 by The Chesapeake Rotary Club. The award will be presented to Mr. Smith at a banquet to be held at the Chesapeake Conference Center on Thursday, September 20, 2018 at 7:00 p.m.
A resident of the City of Chesapeake since the tender age of five (5), Smith has lived in Chesapeake since 1946 and is a graduate of Oscar F. Smith High School. After honorably serving his country in the U. S. Army, he teamed up with William J. Hearring, the founder of Hearndon Construction, in 1975. He later became a partner in the business and, ultimately, came to be a co-owner of the company. Having built thousands of homes in the City of Chesapeake and surrounding areas, the company continues to be active in both development and construction throughout the region.
Mr. Smith is a charter member of the Chesapeake Sports Club and was honored as its 2018 Member of the Year. He has served on the Board of Directors for the Bank of Hampton Roads and has been active in The Lions Club, The Chesapeake Public Schools Education Foundation Blue Ribbon Committee and The Boy Scouts of America. He has also worked to benefit The United Way, The Salvation Army, Hope Haven, The Virginia Special Olympics, The Chesapeake Health Foundation, The Union Mission, Children’s Hospital of the King’s Daughters, Seton House, Eastern Virginia Medical School and other locally based charities. Mr. Smith has been a member of Tidewater Builders Association since 1975, and was honored as its’ Member of the Year in 2014.
In many ways, R. Carroll Smith, Sr. has contributed greatly to making Chesapeake a better place to live and work, and has exemplified the rotary motto of “Service Above Self.”
City issues call for artists to design, build creative, interactive installations
Hampton is looking for qualified artists to design and build interactive art "installations" that will enliven outdoor spaces in the city. The project is part of the city's "placemaking" initiative, which is focused on creating places for people and encouraging citizens to love where they live.
Submitted designs will be judged on creativity, feasibility (ability to endure the elements, ability to fabricate), appropriate scale for location, interactive/engaging design, and connection to place, or site-specific design.
The submission period is Aug. 1 through Sept. 14. Selected artists will be awarded $10,000 to develop and fabricate their design, and an additional $2,000 compensation

Regional flood forecasting project wins 2018 Government Innovation Award
Using technology to capture tidal information at the street-level has garnered Norfolk, Virginia Beach and Newport News a national award in innovation. The StormSense Project was recognized with a Public Sector Government Innovation Award. The announcement was made Friday.
StormSense is a partnership between the cities of Norfolk, Virginia Beach, Newport News, the Virginia Commonwealth Center for Recurrent Flooding Resiliency (CCRFR) and the National Institute of Standards and Technology. The CCRFR is a partnership between the Virginia Institute of Marine Science (VIMS), the College of William & Mary’s (W&M) Virginia Coastal Policy Center, and Old Dominion University. This marks the 7th award StormSense has received in the last year.
A new network of 28 bridge-mounted Internet of Things (IoT) water level sensors gathers data used to enhance emergency preparedness for flooding resulting from storm surge, rain, and tides. Newport News has installed 10 new sensors, Norfolk 6, and Virginia Beach has installed 12 in the last year, effectively doubling the number of water level monitoring assets in the region.
The project was initially funded by the National Institute of Standards and Technology via a Replicable Smart City Technologies grant. The installation of an additional 6 sensors over the coming weeks is being funded through an award from Natural Resources Defense Council. Dr. J. Derek Loftis, Assistant Research Scientist, VIMS, W&M, is the project manager leading the effort.
The newly-installed suite of sensors the will be integrated with VIMS’s Tidewatch Network, operated through the CCRFR, to provide 36-hr tidal forecasts at new sensor locations to enhance the reach of their existing tidal prediction network. This effort, integrated with other modeling technologies, will aid in improving flood predictions throughout the lower Chesapeake Bay.

The Norfolk Department of Human Services Adult Foster Care Program is now accepting applications for new providers.
The Norfolk Department of Human Services Adult Foster Care Program is now accepting applications for new providers. Adult Foster Care homes provide meals, medication management, supervision for safety, coordinate medical appointments and transportation arrangements, and assistance to adults who are unable to live independently. The program offers an opportunity for adults to live in a home-like environment while still having their day to day needs met.
We are looking for individuals who are willing to invite adult citizens into their home, family, and engage in social activities as well as provide for their basic needs.
Adult Foster Care Provides Services for: older adults, young adults with lifelong disabilities who were former foster care children, adults who have mental health needs and adults with intellectual delay.
Providers Receive: • A monthly stipend • Support from Norfolk Department of Human Services • The satisfaction of knowing you are making a difference in the life of an adult Prospective Adult Foster Care Providers must: •

September is National Preparedness Month which serves as a reminder for us to prepare ourselves and our families for disasters. Though the Mid-Atlantic Hurricane
Season, June 1 until November 30, peaks soon, forecasters warn that tropical cyclones can form at any time, thus we should always be prepared!

As the City of Portsmouth’s Emergency Management staff are currently tracking Hurricane Florence, which some models show could make landfall in or greatly impact Hampton Roads later next week, citizens and businesses are urged to get ready now and be prepared.

- Make a Kit of emergency and battery-operated supplies, food, water, medications, hygiene items, cash money, etc.;

- Stay Informed and tuned in to the local news media before, during, and after all weather events so that you will know the forecast, heed all warnings and directions from emergency management officials, etc. (Also, please take the time to investigate all of the “etc.” items and actions that will be important as part of your personal preparations!)
Entrepreneurship education, support and grant program coming to downtown Suffolk
SUFFOLK, Virginia – The Suffolk Economic Development Authority has netted $45,000 in state funding for Downtown Suffolk to launch more small businesses. The Suffolk grant is one of five Community Business Launch (CBL) awards recently announced by Governor Ralph Northam. The grants, administered by the Virginia Department of Housing and Community Development (DHCD), are designed to assist communities in their pursuit of independently owned storefront business growth and development.
In Suffolk, the goal of the CBL will be to identify local entrepreneurs; equip them with business operating fundamentals and prepare them in a business plan and pitch competition, where up to $15,000 can be won by at least 3 new and expanding business ventures in Downtown Suffolk. A series of mandatory instructional workshops will kickoff TUESDAY, October 2, 2018, at 5:30 p.m., and continue EVERY TUESDAY EVENING UNTIL TUESDAY, November 13th. The
