WhitehallDrive Following contact by residents regarding the use ofWhitehall Drive as a public access to thewoods, the parish council hadmade enquirieswith KCCHighways and KCC Public Rights of Way (PRoW). KCCHighways had confirmed that this road had never been adopted. PRoWalso confirmed that the route had never been dedicated as a public right ofway and that the routewas privately owned. Itwaswithin the rights of the landowners to prevent access. Should residentswish to challenge this, theymay apply to have the route established as a public right ofway. NeighbourhoodWatch Co-ordinator Ken Pa�ison had resigned fromthe post of village co-ordinator. Linda Sinclair, regional co-ordinator, had also resigned.Dave Spi�er, volunteer andwatch liaison officer at PoliceHQ, had also resigned and there had been no information about a replacement. Reported crime in the area could still be viewed on E-watch. Sports Field The annual safety check had been carried out and a formal reportwas awaited. The clerk had beenmade aware of significant rot to some of the older Playdale wooden posts,with the recommendation of removal. (This is not a safety issue.) Defibrillator It had been reported to the clerk that the lightwas flashing on the defibrillator cabinet.With the support of CraigWard, of First Rescue Training and Supplies Ltd, the clerkwas able to reset the security cabinet and check the defibrillator, whichwas nowin completeworking order. The pads and ba�ery had a life expectancy to 2021, so regular observational checkswere all thatwas needed and amaintenance contractwas not required. WWI commemoration The clerk had received one “maybe” offer of help/interest following an advertisement in the Parish News. Itwas resolved to cancel the event. Church The parochial church council of St Margaret’s Broomfieldwanted to erect a lamppost at the gateway to the church for safety reasons. Councillorswere happy to support this application. Village plantersDue to family commitments, the volunteer hadwithdrawn their offer to plant the planters. Councillors asked the clerk to speak to the handyman. Buses Complaints had been received from residents about the changes to the bus service, and the lack of notice. The bus stop timetables had nowbeen amended

Public forumAresident asked about the rat run traffic in the village and a rumour that the parish council had plans to develop the Old School Playing Field. Cllr Clayton said the current schemewas implemented three years ago at a cost of £6,
000.However, this had notworked and professional advice had nowbeen
sought.Ascheme had been drawn up tomake a one-way route through the village. There had been three police interventions in the village and in the latest, 69 drivers had been stopped andmore than 100 cars had turned around before reaching the police. Therewould be a public consultation in the village.
Play equipmentAn approved supplier had been appointed to install the play equipment in the playing field. Flag pole The church had agreed that a flag pole could be installed there.Another site to considerwas next to the village
sign.Details and costswould be circulated tomembers. Village improvements The village planter had been planted as agreed. Monk’sMeadowThe contractor Steven Waringwas due to liaisewith JohnMonk regarding grass cu�ing atMonk’sMeadow. ScraggedOak The binwas still not being emptied at ScraggedOak Road. The clerk had askedMBC to empty the bins on a regular basis. Grants Three grant applications had been received. Thesewere fromthe VillageHall Management Commi�ee for £500 or 50%of the cost or less for a hog roast; theDetling Players for £1,250, a 50%grant towards a storage container to be sited behind the village hall; and funding of £10,000 towards the se�ing up ofDetling Community Shop with an annual contribution of £7,500 towards the cost of amanager.

Relief road KCC CllrGary Cooke advised that data collection for the relief roadwas continuing. School crossing Cllr Cooke said hewas heading up a campaign to raise awareness for lollipopmen andwomen and offer them more protection and enforcementwhen necessary.Anyone observing anti-social behaviour towards the school crossing operative should advise the parish clerk. Police report The Leeds PCSOsaid no crimes or anti-social behaviour had been reported in the village. She had looked into the possible garage problemin Brogden Crescent but therewas no evidence of any untoward incidents. Flytipping inOldMill Road had been reported to her. She had investigated and the rubbishwas removed the following day. There had been concern about the recently-erected gate some 150m fromthe B2163 on the road opposite the George pub, and checkswould bemade as towhether thiswas a public right ofway. Sports field The football teamthat rented the pitches had offered to repaint the Pavilion. Li�erwas still a problemin the car park. Theweeds around the play apparatus were to be sprayed and the hedge on the roadsidewould be cut. Lier pick Li�erwas being dropped in the
village so a li�er-pickwas proposed. CCTVItwas agreed to proceedwith CCTV in the sports field car park and the church car park. Rights ofway KCC had issued a Rights of Way improvement

Allotments The chairman ofHamLane AllotmentAssociation requested the removal of a tree on the boundary fence for a proposed newwater supply to be installed. The clerkwould organise a tree surgeon to provide a quote. Street lightsAresident reported that the street lights in Cherry Close had not been
repaired.However, the lamppost numbers had been repainted. Lorry park Landowners had been contacted with proposals for surveys for a lorry park on land south of Chilston Park. Itwas agreed that the parishwouldworkwith Boughton Malherbe Parish council on the issue of the change of use of agricultural land. Warmweather The communitywarden reported on advice for vulnerable people in hotweather and also that dogs left in cars during the summer should be reported to the police before any a�empt to open the vehicle to release the animal. Town crier The newLenhamtown crier introduced himself and reported on his fundraising efforts to purchase the robes of office.An application for a grantwould be submi�ed.Hewas thanked andwished good luck for the future. Water crisisAmulti-agency contact list for vulnerable peoplewas being drawn up following the localwater crisis. Trees The trees behind the community centre had been removed andAspen Tree Serviceswould be thanked for theirwork. NurseryMeetingswould be organisedwith LenhamNursery to further investigate the use of theHamLane allotment site top section for a nursery school. Charity TheDouglas Charitywould like to providemore almshouses andwas in a financial position to do so. Play areaMaintenancework quoteswould be organised forHamLane play park repairs whichwould include repainting the swings and replacing the damaged play surface around the equipment.
