This would be carried out by Kent Fire and Rescue. The clerk had provided a list of new and recent developments to ensure that they had the requisite number of hydrants, and would follow this up after the inspection. Warmemorial The restoration was complete and feedback had been very positive. The clerk confirmed that she had completed the request for the payment of the grant by theWarMemorials Trust. S106 review The clerk gave an update on thisma�er and confirmed that she would bemeeting the new S106 officer with parish and borough councillors. DawkesMeadow The clerk would follow up completion of the work promised, ie replacement of the footpath section of the PROW. The vehicular section of the PROWwould be patched. Defibrillator The chair said the clerk had suggested the siting of the defibrillator on the wall of the charity shop on Foremans Walk. The clerk had contacted the landowner who was in favour of the installation. SmallWorld FestivalA number of incidents had been reported over the weekend and these would be followed up by the appropriate agencies. Old School House nursery The chairman said the parish council would do all that they could to support the various groups and agencies in taking thisma�er forward. The chair also agreed with the council that the clerk should complete the Community Right to Bid application and submit it toMaidstone Borough Council as soon as possible. Sound whistle noticesA parishioner had observed that trains at the pedestrian crossing on the footpath fromthe church were no longer sounding their horns on approach. The clerk established that the signs had been removed and was following up with Southeastern Rail to find out why. ChurchWalkA resident had emailed to say that they were continually finding it difficult to park outside their property, in the High Street or nearby due to high levels of visitors and commuters now using the spaces on the road approaching the village hall. The clerk had replied that Church Lane was not designated for residents’ parking, but was short term parking for visitors to the village. Employment law workshop The clerk had a�ended this KALC workshop but expressed disappointment at the session, saying it was being used bymany to iron out HR/Employment issues they were facing.

clerk. Police news PCSOMartin Chivers reported that he wasmoving to another department within the PCSO team. His replacement would be Ross Russell and a meeting would be arranged to introduce himto the admin team. PCSO Chivers was thanked for his work and wished well for his new role. Crime report Two Section 59s (orders to seize cars for careless driving) had been issued and a stolen car had been seized. An oak water bu� had been stolen froma garden in Linton Road and a po�ed shrub had been stolen fromthe garden of a home inWell Street. School parking The school was doing everything it could to tackle inconsiderate parking, including naming and shaming the culprits, taking photos of inappropriate parking, reporting incidents to 101, reminding parents via the newsle�er not to park inappropriately. More visual presence was needed with the PCSO and parking enforcement. The ma�er would be discussed withMa�hew Sco� and would be taken up again with the school in September. SpeedwatchAt the last session, 528 cars were observed, with three being reported for driving in excess of 40mph. The team was waiting on seven sites to be approved. Some were in Loose village and some in North Loose. PavilionA payment had beenmade to the kitchen fi�er formaterials and the electrician had been organised to put in a spur and socket once the old kitchen had been removed. The kitchen would be removed and taken to the tip by the admin team, who would also organise the emptying of the cupboards. The clerk would write to all hirers to advise them that there would be no locked cupboards for hirers and no labels on the new cabinet doors. Shed The planning application for the new shed on Brooks Field had been approved and the architect had been instructed to prepare the plans for building regulations. Roy’sWood It was agreed to accept the artwork that had been prepared, providing that the definition of the wording was enhanced.

Crime report In the previous twomonths there had been one theft, one case of criminal damage, a theft of a vehicle and three burglaries. There had also been reports of nuisance and antisocial behaviour, particularly on the playing field and at TippenWay and Cascade Close. Newsle�er The draft had been circulated and had been sent back to the publisher. Members were asked to let the clerk know what roads they could deliver to, as several councillors were unavailable. Flooding issuesAn email had been received fromthe EnvironmentAgency giving details of the new company which would honour the guarantees of the flood resilience work already undertaken.


Street namesMBC had contacted the clerk for street name suggestions for the extension to the Parsonage. Councillors agreed that these should continue with the hop theme and proposed ChallengerWay and PilgrimClose.All were in agreement and the clerk would notifyMBC. Mowing There had been problems with grassmowing, but thanks to amember of the Friends ofMarden’s Heritage and the MPC caretaker, Southons Field had been mowed ready for the BigMusical Picnic. Highwaysmeeting Items discussed included areas of road for double and single yellow lines, pavement parking, school parking and parking restriction times. FundingA request had been received fromMarden Theatre Group for the Summer Drama School. It was agreed to make a donation of £350, with £175 coming fromthe youth budget and £175 fromthe donations budget. Highways The clerk was asked to report fly-tipping in Underlyn Lane, a verge breaking away alongMaidstone Road by Ba�le Lane junction and the grass cu�ing in RoundelWay.


Ne�lestead


Rail crossingMembers of the public voiced their concerns about the plan to upgrade the level crossing at Wateringbury fromamanned gate to a manually controlled barrier. Concerns included potential noise and lights, especially during the night; traffic on the road and the safety of the new barriers. CllrMeredith proposed that the council should object to the application and this was agreed. BusesA resident spoke of her concern about the buses, which included the 6X service and the new 6 service. She said two buses came along at 9.20am, which she was unable to use as her bus pass was not valid until 9.30am. The next bus at 10.20amwas extremely busy and there were usually no seats available. The last suitable bus leftMaidstone at 2pm, which didn’t leavemuch time for shopping or catching up with friends etc. The 6X service was up for tender, so things could change. CllrMeredith suggested a meeting with borough councillors and the clerk would arrange this. Street lighting It was resolved to replace the lights outside numbers 1 and 31 Bryant Close and Bishop Close. Tree work The clerk reported that the work to the trees would be carried out at the agreed cost of £250, including the removal of the large tree overhanging Maidstone Road. Groundsmaintenance The Field had last been cut onMay 25. The churchyard looked alright, but the strimming could be be�er. The footpath fromthe lychgate to the church had not been cut, but this was not in the contract. The clerk would speak to the contractors to see if this could be done and at what cost. It was reported that one of the D rings had been removed fromthe goals at the KGV field. The clerk would obtain a quote for a new one.
