BIFA supports Members preparing for the Customs Declaration Service


BIFA has been briefing Members on HMRC’s new system for making custom declarations. Six events have been held so far with another three still to come.


Throughout June and July, 850 BIFA Members attended six regional events across the UK, from Warrington to Pontefract and London to Loughborough, to receive information to help them start preparing for HM Revenue and Customs’ new Customs Declaration Service (CDS).


For the last 24 years, businesses importing and exporting outside of the EU have used HMRC’s Customs Handling of Import and Export Freight (CHIEF) system to make customs declarations. However, CHIEF is built on old technology and needs to be replaced in order to respond to recent legislative requirements arising from the Union Customs Code (UCC). CHIEF will be replaced by CDS providing a

modern, digital service which supports the UK’s ambitions for future growth in trade. One of the benefits is that businesses will be able to access more of their customs information in one place. This includes having free access to Management Support System data (which shows a record of all imports and exports) for the first time. Starting from this summer, current CHIEF users will begin migrating to the new system and BIFA is supporting its Members, the software developers and HMRC to make sure everyone is ready. CHIEF will also continue to run for a period of time during the migration period. The main change is that, due to legal
