Therewas an incident of criminal damage, a burglary and vehicle interference in southward. In north ward therewas a burglary and a theft froma vehicle. Village fete Jen Cleaver, fromthe fete commi�ee, said therewere plans to introducemore activities for teenagers this year, and the hire of a climbingwallwas being considered, at a cost of about £700. It was also hoped tomake volunteersmore visible at a cost of about £150. Fete balloons would cost £150-£200. Karen Filmer suggested that they look into hiring the Scouts’ portable climbingwall. Li�er pick CllrMunford thanked Cllr Edmans for organising the village li�er pick, which had been a great success. Accounts The accounts for 2017/18were approved by allmembers, subject to internal audit. KALC subscription The clerk said the annual costwould be £885.34 plus Vat. Itwas noted that in the past, KALC had provided vital legal and procedural advice. Itwas agreed to subscribe. Data Protection officer Itwas agreed to appoint Satswana to provide this service at a cost of £150 per year. Road signAresident had asked for themetal sign at the Church Street/Green Lane/The Green junction to be renovated. Itwas agreed to consider this as part of the Landscape Masterplan andManagement Planwork. GrantsAseries of grantswere agreed for 2018/19. Recipientswould include the Brownies; the Friendship Circle; the Scouts; the baby and toddler group;HelpingHands; the bowls club; the community choir; the RegencyDancers; theWI and the village fete commi�ee.Acontribution of £2,500was agreed towards grass cu�ing at St Peter’s Church. The Royal British Legionwould get £350 and the SalvationArmy £300. Parkwood FarmCllr Edmans spoke about the reservoir, noting that the flood plain had filled up during recent heavy rainfall.He expressed concern about effluent on the road fromthe nearby pig field, and itwas agreed that this should be reported toMBC and South EastWater. Right to buy CllrMunford and the clerk had concluded that therewould be no potential liability for the parish council if parish facilitieswere listedwithMBC as potential community assets. Itwas agreed to register the social club; the village shop and post office;Albion;Nut Pla� onGreen Lane; the primary school and theDeWi� Floors building. Itwas also agreed that the hop pickers’ huts on Lower FarmRoad should be registered as undesignated heritage assets. BMAT land lease Itwas suggested that any lease be for a period of 99 years. Cllr Ellis suggested that administrationwould be dealt with by the parish council. CllrMunford queried the reason for transferring the land. Cllr Ellis said thiswould simplify the management of the BMAT land holdings.A sub groupwould be set up to look into risk assessment andmaintenance inspection. It

was agreed that the £60,000 currently on loan to the BMAT should be transferred back to the parish council. CllrWildewould take an active role in assisting the clerkwith issues relating to day to daymanagement of the Furfield Park open space and Pested Bars landscaping strip. Lyewood FarmA£60,000 community paymentwould be received by the parish council. Therewas an informal agreement as to howthis could be spent. Li�er binsMBC had agreed that any new bins on the highway vergewould be emptied at their cost. Cllr Edmans agreed to look into suitable locations. Beer barn Cllr Smith spoke about the Rockin’ Robin beer barn and said thatMichael Swoffer fromMBC had sent details of an app that could be used to record noise nuisance. MBC had agreed to install noise recording equipment during Rockin’ Robin events over the comingmonths. Itwas agreed that this informationwould be added to the parish councilwebsite. Community choir CllrHerrin thanked members for the grant awarded to the choir and noted that the choirwould be performing at a concert to raisemoney for FiveAcreWood School’s hydrotherapy pool. Website The clerk had been developing a website usingHugo Fox. The domain, www.boughtonmonchelseapc.org.uk, had been purchased at a cost of £10.98 plus Vat for two years. The clerk showedmembers the newdraftwebsite and said thiswas now ready to go live. Cllr Ellis recorded a vote of thanks to the clerk for her hardwork in developing this. Cllr Skinner proposed that the newwebsite be launched and thiswas agreed by allmembers.Aredirection note would be added to the old site. Itwas suggested that bus information be added to the site. Village hall The 40th anniversary event would take place on July 28. The parish council had been given 10 spaces at £5 per head.


Broomfield andKingswood


Crime figures Furniture had been stolen fromthe garden of a home in Chartway Street; an electricity cablewas stolen froma sub-station in CrossDrive; awindowwas smashed on a parked car in Charlesford Avenue and a bagwas stolen. Itwas later recovered further along the road,minus some of its contents. Sports fieldAle�er had been received from a resident asking that the fence at the north of the field be repaired or replaced to deter entry on to her property. The clerkwould obtain quotes for thiswork. Itwas agreed to replace two bencheswhich had deteriorated with funding fromthe budget for improvements for 2018/19. Parish clerk Three people had been invited to interviewfor the vacancy and therewere five further expressions of interest. Applicationswould close on July 7. Village planters Itwas agreed to askMrs Lakin if shewould be happy to continuewith the planting, butmaintenancewould be carried out by the handyman, if hewas agreeable. The budget for plantingwould remain the same as last year.


Trafficmanagement KCC had provided a plan for proposed Keep Clearmarkings in Gravelly Bo�omRoad and a consultation had been carried outwith immediate neighbours.Dropped kerbswould be installed at the junction of CayserDrive and Wildwood Close. Coffee caravan This projectwould take place on the forecourt of the shop in Charlesford Avenue in ThursdaysAugust 23, September 20 andOctober 18. Summer fair Itwas agreed that the parish councilwould have an information presence at the summer fair and prize drawleaflets would be handed out for completion. Village sign The Kingswood sign had been dismantled for safety reasons and removed fromthe village hall grounds. The clerk had obtained three quotes for renovationwork. It was also agreed tomove the sign to Broomfield Road/Duck Pond Lane/Gravelly Bo�omRoad junctionwhere the finger post and planterswere situated. Community Centre CllrHoy said that one year on, very li�le had been achieved. Itwas agreed that a parish survey should be carried out before any further expenditure.A questionnairewas agreed and CllrDarling would format it ready for printing. Le�er boxeswould be erected in the village for responses. Broken bins Two had been reported, in Chestnut Street and outside the sports field.

Police reportOne crime had been reported betweenMay 14 and June 6 – shoplifting fromthe garden centre. PCSOGardner had dealtwith a neighbour nuisance quad bike issue,which nowseemed to have been resolved. Speed signMembers considered a request for a 30mph sign to be painted on the road where the speed changed from40mph, near the pavilion. The clerkwas asked to find out the costs involved. CCTVupgradeMembers considered a quote fromBrook Security for a newCCTV system including infrared lights on the village green. Members requested a demonstration that this wouldwork in the dark, and CllrWaring agreed to arrange this. Textile bank The problemswith the textile bankwere discussed and itwas agreed to move it so that itwas covered by CCTV. The clerk offered to laminate signs asking people to put clothing inwithout bags, to avoid blocking the chute, and tomake people aware that any dumping of rubbishmight be caught on CCTV. Parish service scheme Itwas noted that the first instalment received (£730.80)was less than the expected 50%.MBCwould rectify this andwould pay the remainder of £940.20 inOctober.
