Department for Transport announces consultation on trailer registration
BIFA has been advised that as part of the UK’s preparations for exiting the EU, the government will ratify the 1968 Vienna Convention on Road Traffic. The Haulage Permits and Trailer Registration Bill will establish a framework that provides: • The powers that will support British hauliers to continue to operate internationally after the UK leaves the EU;
• The government with the necessary framework to introduce new administrative systems if needed after Brexit;
• Flexibility to deliver any negotiation outcome. The key elements of the Bill are: • Arrangements to enable a permit scheme if required post-Brexit to ensure that UK hauliers can obtain the necessary paperwork to provide services to and from EU countries;
• The establishment of a trailer registration scheme in line with the 1968 Vienna Convention. Further information on the proposed legislation can be

only to UK trailers that will operate internationally, but BIFA would encourage Members likely to be affected
to respond to the consultation. The Association believes that this proposed
legislation will become more important if the existing switch to non-accompanied trailers accelerates in a post-Brexit environment.
Alternatively fuelled vehicle exemptions
Following a consultation launched in July 2017, the UK government has announced plans to seek a derogation to the weight limits applying to category B (car) driving licence holders. In an effort to promote the
take-up of alternatively fuelled vehicles in order to meet CO2 emission targets, the government
has approached the EU for agreement to allow category B licence holders to drive alternatively fuelled vehicles weighing up to 4.25 tonnes, an increase from 3.5 tonnes. This is to allow for the extra weight
of electric and hybrid vehicles created by the power unit, and only applies to vehicles of this type.
The government is also
proposing a similar exemption from operator licensing requirements for alternatively fuelled vans used for own account haulage. This would help operators to
avoid becoming subject to the full operator licensing regime if they invest in cleaner, but slightly heavier, vans.
