LEGISLATIVE 2018 Legislative Recap


The FPCA is extremely grateful to our many chiefs who stepped forward to assist throughout 60 days of the 2018 Legislative Session. Legislative Chair Chief Larry Krantz, Director Stephan Dembinsky, Chief Keith Touchberry, Chief Frank Fabrizio, Chief Shane Bennett, Chief Gary Hester, and Chief David Perry all traveled to the Capitol to assist FPCA staff in meeting with legislators, speaking in committees, and lobbying our top initiatives. In the aftermath of the Parkland tragedy, FPCA President Chief Kevin Lystad, Chief Chris Nelson, Chief Melanie Bevan, Chief John Mina, Chief Frank Kitzerow, Chief Lawrence Leon, and Chief Butch Arenal joined the FPCA in Tallahassee to take part in meetings with Governor Scott and other state leaders on the topic of school safety. Thank you, Chiefs, for devoting your valuable time to ensure that police chiefs around the state of Florida were well represented in Tallahassee this year!


The FPCA is pleased to report a successful year with our top initiative, Threats to Kill or Do Bodily Injury, passing through both chambers of the legislature with a new name, Written Threats to Conduct Mass Shootings or Acts of Terrorism, as of Friday, March 9th. The tragic shooting of 17 innocent students and teachers in Parkland, Florida on February 14th cast a dark shadow over legislative session and led to swift action from both chambers. SB7026, School Safety, was signed into law by Governor Scott on Friday, March 9th. Please see the section School Safety in the full re- port for more information. Chief Gary Hester joined the FPCA for the last two weeks of legislative session to assist with efforts related to SB7026 and was an invaluable resource during these challenging weeks. Thank you, Chief Hester! FPCA staff would like to extend special appreciation to FPCA President Chief Kevin Lystad for his outstanding leadership during this difficult time in Florida’s history.
