Winter 2018 Spec ial Recogni t ion—Connie Locke


Chief Kevin Lystad, President, presents a Legacy Plaque to Retired Chief Art Locke and his son, Matt Locke during the Tuesday Luncheon at the Conference. The plaque was made to honor Connie Locke for her accomplishments and her contributions to the FPCA.


Constance H. Locke, better known to many of us through the years as Connie, was a career law enforcement profes- sional whose leadership abilities were reflected throughout the three agencies with which she worked. In additional assignments she undertook, her efforts and vision had an impact on law enforcement and other criminal justice agencies throughout this country. In addition to her formal career accomplishments, she had a deep and abiding love for the Florida Police Chiefs Association, beginning while her husband, Art, served as police chief of Orange City. Considered a pioneer female in her 42-year law enforcement career, Connie had was the recipient of many awards.


Connie and Art both gave back generously to FPCA while “on the job” and in retirement. Especially during our lean fiscal times, they and Chief and Mrs. Paul Reble served as unpaid staff at our conferences selling FPCA items; as- sisted in conference registrations; and provided a historical reference for many of the activities in which we, as an Association, were involved. In 2012, her husband Chief Art Locke was added to the FPCA Wall of Honor.


Sadly, Connie passed away in February of 2017. To honor Connie’s contributions to the law enforcement profes- sion, to the communities in which she lived and worked, and to the Florida Police Chiefs Association, a Legacy Plaque was made for Connie that will forever be displayed at FPCA Headquarters. The plaque reads:


Outstanding Chief Executive Officer of the Year Constance “Connie” Locke October 15, 1928 – February 27, 2017 President’s Award


A pioneer woman in the field of law enforcement serving with honor for 42 years. The FPCA is forever grateful for the many years and hours she volunteered in support of the Association and law enforcement in the State of Florida
