Bus service The bus service consultation is to be reviewed following Cllr Paul Carter’s intervention. Projects CllrHohler reported some fundingwas available in themembers grant for Birling projects. WarMemorial Following a sitemeeting, councillorswould be asked to comment on the quotation for improvements to the memorial. Church clock The church clock is keeping time. WebsiteA ‘.gov.uk’ domain namewas needed before the site could go live. Cllr Nevill had provided additional photos of interest for thewebsite Open burial groundsAs Tonbridge & Malling Borough Council’s (TMBC) capacity study had not been finished, the parish council’s query has been referred to Tonbridge &Malling Leisure Services for a response. Data protection The parish clerk and chairman are on awaiting list for a course on general data protection regulations. Highways J5 slip roads andwider traffic issueswere discussed. Itwas noted that TomTugendhatMP is encouraging parish councils to support highways improvements consultation in a bid to access national funding. Itwas agreed to respond to the consultationwhen the ma�erwas clarified. Parish reserves Itwas agreed to allocate £7,900 towards LED lighting and £7,700 towards thewarmemorial project. Additionally, two years’ preceptwould be put aside as a contingency for repairs to the unstable bank. Councillors resolved to finalise the precept at £9,957.74 Speedwatch The clerkwas asked to investigate the equipment at O�amand Addington, but not before traffic survey figureswere available. Parish charter The parish charterwill be finalised at the nextmeeting of TMBC. Crash site CllrWestwood reported that information on Squadron Leader Tommy Pinkham’s Spitfire crash sitewould be made available to a journalist. Roundabout Cllr Grimme� had reported issueswith the road surface on theA228 Park Road roundabout and confirmed resurfacingwould be carried out.

The proposed 5%council tax increase equates to an annual rise of £50 for a band C property.As he is no longer the cabinetmember for highways Cllr Balfour hoped hewould havemore time for parish council representation. LEDlightsMembers heard fromCllr Balfour howthe LED light changeover by KCCwould affect savingswithin the budget. Freighter service Cllr Barker reported that the freighter service location is changing to the borough council offices because the unofficial car park in CrispinWaywas to be closed for 10weeks whilework to Gibson Drivewas carried out. Bus/train links Cllr Barker reported that bus services X1 and X2were to be investigated to provide be�er links to train departure times. AnchorHomes The planning application for the over-55sAnchorHomes project had been received andwould be determined in due course. Precept Itwas resolved to set the 2018/19 precept at £292,896.75,which equates to a 3%rise against band D. Parishmeetings Itwas resolved to use audio equipment to record council meetings and the clerkwas asked to investigate and present options for this at the nextmeeting. Sports play area Cllrs Board,Waller and Steelwere appointed to an evaluation commi�ee for the sports play area tender. Community survey The clerkwas asked to prepare a draft community survey to be consider by full council. Itwas suggested the clerk investigate the survey results that were sent to TMBC under the phase 3 planning application and that a list ofwhat the parish council can actually dowould be useful to obtain priorities fromresidents. Community centre The section 106 working groupwas asked to reviewthe community centre plans and decide upon the final draft for council. Sports park Itwas agreed to prepare a draft plan for the sports park, including extension to the pavilion and MUGA/courts provision, and to involve the football, tennis and rugby clubs and other potential users in theworking group. Travel plan Cllr Board asked for the travel plan to be discussed at the nextmeeting of the planning, highways and environment commi�ee. Councillors The clerkwas asked to set out options for the application and selection process for commi�eemembership, to be considered at the next full councilmeeting. The full councilwould also consider the


commi�ees required for 2018/19. Data protection The deputy clerk and Cllr Waller are to a�end the next General Data Protection Regulations (GDPR)training course run by KentAssociation of Local Councils (KALC). Communications Itwas agreed that the clerk should releasemarketingwithout the need for approval by theworking group. The clerk agreed to sharemarketing releaseswith councillors via email prior to publication. Newsle�er The clerkwas asked to prepare options for the future of The ViewFrom TheHill for consideration at the next full councilmeeting. HR support Councillors agreed to subscribe to the EllisWi�amHR service. Holiday payHoliday pay due to the clerk for 2017/18would be paid.


Leybourne


Police update Cllr Ulphwas still discussing the issues around the police presence in the village and the force in general. Bus consultationA le�erwas to be drafted a sent toArriva regarding the results of the bus survey, and a separate le�erwas to be sent to KCC regarding rerouting of service 151. Public space There had been no response to the Public Space Protection Orders consultation, so CllrMearnswas to follow that up. CCTV Training and documentationwas being arranged for the CCTV system. The final invoice for the upgradework had been received and itwas agreed that this be paid. BombholeAmember of the public raised concerns regarding anti-social behaviour in the bombhole and that there had been a change to the lighting in the area. Cllr Ulph explained that due to the newsystemand infrared capabilities, it is actually be�er for there to be no lighting in the area. Finance Itwas agreed to reinvest the £85,000 inNationwide for another six months.While discussing the second draft for the budget, itwas agreed that £2,000 be included for the outdoor gym.With an extra £15,000 put aside for the village hall and £20,000 for lengthsman – some of whichmay be funded back by TMBC – it was agreed that furtherworkwas needed on the precept calculation. VillageHallAworking groupwas to be set up to determine hall revenue and costings. Project Leybourne Cllr Compton recommended a project to improve the appearance of the village, particularly in relation to open spaces. Thiswill involve negotiationswith TMBC and proposals for change to currentworkings. Cllr Compton will update the council as the project progresses.
