Government and industry united in getting heat


network customers best deal, reports the ADE


T


he Association for Decentralised Energy (ADE) has said it looks


forward to supporting the Competition and Markets Authority (CMA) market study by sharing its heat network customer protection proposals. The market study announcement coincided with Government survey results which revealed heat network customers on average pay £100 less than gas customers and enjoy similar satisfaction and reliability. The value of heat networks as a low


carbon, secure and cost efficient energy source has been recognised by Government in its Clean Growth Strategy and the number of customers connected to heat networks is expected to grow significantly. The market study and survey reaffirms Government’s commitment to growing the


heat network market and to do so having carefully considered the experience of existing customers and armed with the CMA findings and recommendations. ADE Director Dr Tim Rotheray said industry had already been working with Government to ensure heat network customers had strong protection and it was positive to see Government carrying out its own independent research and investigation. He commented: “The heat network industry has been proactive in raising standards publishing a Code of Practice setting out minimum standards and best practice in 2015.As noted by the CMA, the ADE has also been leading a Task Force to consider how to ensure that heat networks can increase investment and that customers receive good service and a fair deal. “The Task Force was created in March 2017 to consider how to build on the existing customer protection scheme, Heat Trust, including important issues such as heat pricing, contract length and contract structure - areas which Heat Trust is not permitted by law to address. We will publish our findings in early 2018 and we welcome the opportunity to support the CMA with its investigation.” Dr Rotheray said the Government survey results were positive and highlighted the


work by industry to drive up standards. He continues: “ It is excellent news that Government’s survey has found that on average heat network customers are paying less than those on gas. This report demonstrates that heat networks can alleviate fuel poverty at the same time as move to a low carbon energy system. “The finding that heat network customers and non-heat network customers have


equal levels satisfaction and reliability for heating as those using gas is welcome and the industry is continuing work to drive up standards through the independent Heat Trust and work on heat network building standards.” * The Government’s first survey of heat network customers reveals that:Heat Networks are the cheapest heat and hot water option for customers. * Survey results support Government’s commitment to increase the number of


heat networks in the UK as part of its Clean Growth Strategy. * Both Government and industry are focused on delivering strong customer protection in this growing market. * The CMA has announced it is launching a heat network market study to ensure customer protection. The ADE Task Force will share its findings and recommendations for ensuring heat network customer protection with the CMA in early 2018.


Three ACE Regional Progress Network Group meet


The ACE regional Progress Network Groups held three well- attended events in November 2017. The Midlands group ran a successful interactive workshop on communication in Birmingham, the North West group held a fantastic networking reception in Manchester and the London & South East group hosted its (boisterous) annual pub quiz with 12 participating teams. Our congratulations to overall quiz winners, Cundall. Bringing together young consultants


and engineers working in the natural and built environments, ACE’s Progress Network enables a range of professional and social events across the country and throughout the year. On 22nd November, 2017, Progress Network Midlands organised an interactive workshop on effective communication in Birmingham. Hosted by BWB, more than 40+ early


career professionals and students attended. At the end of the workshop, it was announced that regional Chair, Anastasios Stamatis of BWB is stepping down to be replaced by Petros Kkolas of Waterman. Secondly, Progress Network London


& South East hosted its annual Christmas pub quiz at the Grand Union pub in Chancery Lane on 29th November, 2017. Present were than 70+ participants representing Arup, Beale & Co, BWB, Cundall, ERM, Mott Macdonald, MWH, Pell Frischmann, Ramboll, TZG and Partnership, Waterman, and WSP came together but Cundall emerged as the overall winner.
