DELIVERY MODEL


WE PROPOSE TO EXPLORE NEW DELIVERY MODELS IN SUPPORT OF OUR STRATEGIC VISION AND GROWTH PLAN.


The plan (illustrated on page 67) sees a gradual expansion of the scope, depth and breadth of our programme, the scale of our impact and sphere of our influence over the next three to five years, towards our overarching ten-year vision.


Our proposal sees a gradual transition in line with this expansion, in which we will seek to renegotiate our status with Arts Council England. This could be through subsequent developments of the Creative People and Places programme or through alternative means. This is something that will we will examine going forward.


We will also consider changing our business status to National Portfolio Organisation (NPO). As an NPO organisation, we would potentially have a longer-term platform for development. The chief risk of the current model is short-termism attached to the nature of project- led funding. NPO status would allow us to develop the Heart of Glass model beyond the end of the current round of Creative People and Places funding.


The NPO model or relevant support model would also offer: yyA statement as to the Arts Council’s long-term commitment to St Helens and the NW region


yyProof of the Heart of Glass project’s continued commitment to St Helens and its consortium partners


yyThe ability for Heart of Glass to generate impacts and outcomes beyond the scope of Creative People and Places (CPP) programme


yyA more secure foundation around which to pursue experimentation and risk


yyStatus for Heart of Glass in disseminating learning and in establishing and securing national and international partnerships


As experienced arts professionals, we are aware that the transition to NPO is neither guaranteed, nor easy, but can potentially bring us great benefits. As such, in the consideration of this proposal we reinforce our commitment to: yyArtistic excellence


y yPresenting a unique and much-needed proposition yyCreating and facilitating the creation of great art


yySeeking out new partnerships and collaborations, as the basis for diversifying funding streams


We are currently developing our second-stage application to secure CPP funding, and the continuation of our programme over the next three years.
