OCTA Public Bus Service For residents that utilize the public bus sys-
tem, there will be some future changes being made by the Orange County Transportation Authority (OCTA) as part of OC Bus 360, an initiative that the organization believes will im- prove bus service. One of these changes OCTA is proposing is to reallocate service from those areas that have unproductive service. A public hearing on the proposed 2016 Bus Service Plan took place on Jan. 25th and the City of San Clemente provided its feedback on this impor- tant matter as it related to the elimination of two bus routes that have experienced low rid- ership and service the San Clemente area: Route 191 and Route 193. Mayor Bob Baker signed a letter asking
OCTA to reconsider its proposed bus routes as they impact elderly and disabled persons in the OCTA Access service provided within three- quarters mile from a fixed bus route. The pro- posed plan does not provide any details or timeframes on alternative services for backfill- ing lost transit services. The City asked that OCTA directly address solutions for this loss of mobility to elderly/disabled persons prior to making any changes to its bus routes. Rather than completely eliminate these routes, the City encouraged OCTA to look at other op- tions such as new ways to increase ridership that include marketing and incentives.
T-Street Bridge
Renovations Construction work began on February 1,
2016 on the rehabilitation of the T-Street Overpass. The project is expected to take three months to complete construction. The City initiated the renovations because the concrete walkway over the railroad needs periodic re- coating due to heavy use. The aluminum nos- ing on the stairs will be replaced with a high-strength polymer concrete with grooves filled with epoxy-coated black aggregate to add slip resistance to the stairs and visual definition. Also, the bridge deck coating has delaminated in a few areas that are in need of repair. The working hours will be from 8:00 a.m.
to 4:30 p.m., Monday through Friday. During construction, half of the overpass will remain open, except for short periods of time and few 8-hour closures. To facilitate construction, there will be a small construction staging area within the cul-de-sac on W. Paseo De Cristobal and on the beach. staff to examine the issues regarding sober liv- ing commercial facilities and residences, the City Council of San Clemente passed its first moratorium on group homes on July 7, 2015 in order to provide more time to address the growing complaints and concerns by citizens. The San Clemente City Council voted unani- mously on August 17, 2015 to extend the moratorium already in place for another 10 months and 15 days to allow more time. The previous moratorium that prohibited the es- tablishment of sober living homes and com- mercial facilities was set to expire. Code compliance staff has been looking at the vari- ous complaints and identifying violations. To stay up-to-date, visit

Ole Hanson Beach Club
Rehabilitation Project The Ole Hanson Beach Club has been
closed for the past three and one-half years for construction in order to repair and rehabilitate the 1928 Spanish-motif building. The pool fa- cility was built by San Clemente founder Ole Hanson. The pool is now at about 60 percent completion with an estimated project close-out
this June and a reopening for use by the public this summer. During construction, the City encoun-
tered unforeseen conditions, and additional improvements such as finding two slabs atop one another requiring design, demolition and a new foundation poured, a second pool found under the existing pool requiring additional ef- forts and costs for the proposed piping system under the pool. Also, the City found signifi- cant water damage and dry rot throughout the structure requiring replacement and design, and construction methods that are no longer acceptable in need of correction and retrofit. Major improvements have been made to
the structural integrity of the building that were essential, but may not be visible (founda- tion, framing, waterproofing, etc.). The reno- vated facility will have visible improvements including an elevator for accessibility to the second floor, a repaired and newly accessible second floor balcony on the north side of the building, new stucco on the first floor, many restored historic features including replacing historic windows and repairing tile, an opti- mized floor plan on the first floor, air condi- tioning on the second floor, and new landscaping throughout the grounds including a conversion to recycled water.
