The recent Walzer opinion contained
obiter dicta with respect to the content of the report attached to a certificate of quali- fied expert. Because the dicta changed the long-established custom and practice, the Medical Negligence Section, under the leadership of Karl Protil and Stephen Hughes, has held conferences and has been sharing information on how to best proceed with cases. We are grateful for the research and scholarly writings of George Tolley, who prepared the Walzer motion for reconsideration, and Jonathan Scott Smith, who prepared a memorandum of law on the nature of the problem and potential solutions. These documents may be viewed or downloaded from the Medi- cal Negligence Section document bank and have been a tremendous resource to members who are confronted with these motions and issues.
Education and Program Committee The Education and Program Com-
mittee, led by Rodney Gaston and Annie Kaplan, along with the time and talent of numerous volunteers, continues to of- fer outstanding programs with practical “how to” advice. MTLA seminars on trial techniques, styles and strategies provide members with the kind of information they can put to use in their practice im- mediately. The Medicare Lien Lunch Program on November 30th

from the membership survey requesting more social events, the sections held a so- cial hour at the OZ Chophouse in Fulton, MD, on January 25, 2007. This event was also the kickoff of the mentor/mentee program.
Internal and External Communications Committee
MTLA’s primary goal this year has
been to improve our internal and ex- ternal communications. The first phase was to reinstate our monthly e-newslet- ter, the BLAST, after a two-year hiatus. The second phase was to prepare a letter introducing MTLA to the media and invite them to contact us for comment on legal issues that may arise. This letter was mailed in December. We are more than halfway through phase three of our communications initiative, which is the redesign of MTLA’s website to make it easier to navigate and a more valuable resource to members, the public and me- dia. Our communications team is lead by Judith LaVoie, MTLA’s director of com- munications, and Louise Lock and David Wildberger, chairs of MTLA’s Commu- nications Committee. Their experience and talent have helped MTLA make tre- mendous strides towards improving our communications program. In addition, I would like to recognize John Cord for his efforts to improve our website by updating the committee and section descriptions and writing a “how to” document that explains everything you need to know to navigate MTLA’s website. I am tremendously fortunate to be a
part of this organization and its commit- ment to strengthening the civil justice system so that deserving individuals can get justice and wrongdoers are held ac- countable.
