The City of Detroit, Department of Transportation (DDOT) requests sealed proposals for a Contract Administrator to Assist with its Detroit Mobility 1st Service. Sealed propos- als must be received by the Detroit Department of Transpor- tation, Purchasing/Contract Administration Division, 1301 E. Warren Avenue, Room 201, Detroit, MI 48207 on or before 4:00 p.m. (EST) June 30, 2010. THERE WILL BE NO PUB- LIC OPENING FOR THE PROPOSALS. Proposals are to be submitted in accordance with the DDOT Request for Proposal (RFP) dated June 7, 2010, which in- cludes a Disadvantaged Business Enterprise (DBE) goal of 40%. Proposals received after 4:00 p.m. (EST) June 30, 2010 will be returned to the sender unopened. No proposal, once submitted, may be withdrawn for 120 days after the due date.


The successful proposer will be required to comply with all applicable federal, state and local laws and regulations. PROJECT FUNDING The contract will be executed under the Neighborhood Opportunity Fund program as administered by the City of Detroit Planning and Development Department.


WAGE AND EMPLOYMENT REQUIREMENTS The successful contractor will be required to comply with federal laws governing equal employment op- portunity, with prevailing wage requirements of the Federal Labor Standards Act which also incorporates Davis-Bacon requirements, will have to be cleared and approved by the City of Detroit, and comply with Mayor’s Executive Order No. 2007–1 Utilization of Detroit Residents on Publicly-Funded Construction Projects, as follows:


Per Executive Order No. 2007-1: at least fifty-one percent (51%) of the workforce must be bona-fide Detroit residents. In addition, Detroit residents shall perform fifty-one percent (51%) of the hours worked on the project. Workforce and project hours shall include work performed by Detroit residents in the various job categories: officials and managers, supervisors and forepersons, professionals, technicians, sales workers, office and clerical, skilled trades, craft workers, operators, laborers, service workers, ap- prentices, and on-the-job training positions.


The contractor shall be required to comply with the “Section 3 Clause” (24 CFR Part 135). All contracts (subcontracts) shall include the Section 3 Clause.


BONDING REQUIRMENTS The successful Bidder is required to furnish Payment (Labor and Materials) and Performance Bonds in the amount covering the faithful performance of the Contract and the payment of all obligations arising thereunder, in the amounts of 100% of their contracts, executed by a surety acceptable to the Owner


and which is licensed to do business in the State of Michigan.


The Northpointe Academy is request- ing proposals for school food service vended meal services. The Detroit Workforce Development Department requests proposals from qualified organizations to implement Em- ployment Services operations. The goal of Employment Services is to provide a variety of employment-related la- bor exchange services including job search assistance, assessment, job referral, and placement of job seekers; re-employment services to unemployment insurance claim- ants; and recruitment services to employers.


Entities eligible to implement Employment Services op- erations must be a unit of the State of Michigan, a local unit of government, a special purpose unit of government, a school district, an intermediate school district, a public community college, or a public university.


Activities and programs offered through Employment Ser- vices are available to any job seeker who comes to any Michigan Works! Agency Employment Service Center seeking assistance in finding employment. Services are also available to any employer who comes to an MWA Employment Service Center seeking assistance in finding qualified workers.

NOTICE OF INTENT TO REQUEST FOR RELEASE OF FUNDS


On or about July 2, 2010, Grantee will submit a request to Michi- gan State Housing Development Authority (MSHDA) for the re- lease of the following program funds:


– CDBG under Title I of the Housing and Community Development Act of 1974


– HOME under Title II (HOME Investment Partnership Act) of the Cranston-Gonzalez National Affordable Housing Act of 1990


X NSP under Title III of Housing and Economic Recovery Act of 2008


– Other:


Program funds will be used to undertake a project known as De- molition/Boarding & Blight Remediation in specific Southwest De- troit neighborhoods for the purpose of removing blighted and dan- gerous structures. A total of $970,285.00 will be used in the City’s existing process of removing blighted and dangerous structures, many of which require emergency response in the Southwest De- troit neighborhoods.


NOTICE OF FINDING OF NO SIGNIFICANT IMPACT


No serious environmental adverse impacts or hazards were identi- fied in the course of the environmental review. Therefore, it has been determined that the project will have no significant impact on the human environment and an Environmental Impact Statement under the National Environmental Policy Act (NEPA) of 1969 is not required. Additional project information is contained in the En- vironmental Review Record (ERR) on file at address above which may be examined or copied weekdays, 8 a.m. to 4 p.m.


PUBLIC COMMENTS


Any individual, group, or agency disagreeing with this determina- tion or wishing to comment on the project may submit written com- ments to Grantee at the address listed above on or before July 1, 2010. All comments will be considered by Grantee prior to au- thorizing submission of a request for release of funds. Comments should specify which Notice is being addressed.


RELEASE OF FUNDS


Grantee certifies to MSHDA that City of Detroit and Mayor Dave Bing, in his/her capacity as Certifying Officer, consent to accept the jurisdiction of the Federal Courts if an action is brought to en- force responsibilities in relation to the environmental review pro- cess and that these responsibilities have been satisfied. MSH- DA’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows Grantee to use Program funds.


OBJECTIONS TO RELEASE OF FUNDS


MSHDA will accept objections to the release of funds and certi- fication for a period of fifteen days following the anticipated sub- mission date only if they are based on one of the following: (a) the certification was not executed by the Certifying Officer; (b) the environmental review record indicates an omission of a required step, decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a re- lease of funds by MSHDA; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with required procedures (24 CFR Part 58) and shall be addressed to Office of Community Development, MSHDA, 735 E. Michigan Avenue, Lansing, MI 48933, 517-335-4661.


Objections to the release of funds on bases other than those stated above will not be considered by MSHDA. No objections received after July 19, 2010 will be considered by MSHDA.
