INCUMBENT WORKER TRAINING PROGRAM APPLICATION

THIS IS NOT A NOTICE OF EMPLOYMENT

Notice is hereby given that the Detroit Workforce Development Department (DWDD), a Michigan Works! Agency, is issuing an application for the Incumbent Worker Training Program. The purpose of this program is to advance the goals of the local workforce system by providing reimbursement grants to businesses to assist with skills upgrade training for currently employed full-time employees.

The goal of the Incumbent Worker Program is to encourage, support and develop businesses and industries that strengthen the state’s economy by providing first- rate employment opportunities for residents. The program promotes workplace competitiveness and self-sufficiency in the global economy. Additionally, the In- cumbent Worker training program is designed to avert layoffs, upgrade workers skills or keep worker’s skills competitive via specific retraining or skills upgrading relative to new work processes or business restructuring. Training can occur through the introduction of new technology or new organizational strategies that will promote company expansion, growth, and/or prevent closings of Michigan businesses or workers.

Application for the 2009/2010 DWDD Incumbent Worker Program is open to all Michigan businesses in the city of Detroit that meet the guidelines listed below. Businesses will be limited to one grant per program year. Businesses that have previously received funding will not automatically receive funding in the current program year. Employers must attempt to hire a minimum of two (2) employees within a one-year-period. All training must be completed by June 30, 2010.

Eligible Applicants:

• Must be willing to enter into a mutually beneficial partnership with DWDD, DWDD’s Business Services Group (BSG), Michigan Works! One-Stop Career Service Centers, and educational institutions in a collaborative effort to upgrade skill levels that lead to increased productivity, an improved labor market, economic advancement, and the creation of new entry-level job placement with placement efforts done through DWDD’s Michigan Works! Service Centers;

• Must be a “for-profit” business, or a local public school district, a private or non-profit healthcare institution or a non-profit long-term care facility, and have been in operation in Michigan for a minimum of two years prior to the application date;

• Must have at least five full-time employees; • Must be willing to meet all program requirements as set forth by DWDD; • Must contribute to the state’s unemployment insurance system; • Must be current on all state tax obligations.

• PRIORITY WILL BE GIVEN TO:

• Small to mid-size businesses with 3 to 350 employees; • Businesses that are willing to equip low-skill, low-wage incumbent workers with the skills to move into occupations that offer career advancement, measurable wage increases and benefits;

• Businesses in targeted growth industries where there is a documented unmet labor need. Businesses that cannot find sufficient numbers of qualified workers to fill vacancies and expand their operations;

• Businesses that are willing to contribute a dollar-for-dollar match for training cost;

• Businesses that are willing to assist in the skill development and retention of existing employees while offering job upgrade and back-fill positions created at the entry level, utilizing the DWDD Michigan Works! Service Centers;

• Businesses that are willing to link certification to training whenever possible and pursue industry recognized transferable credentials;

• Businesses that need technical occupational training combined with basic skills training. This could include “soft-skills” training in verbal and written communication, teamwork, problem solving, and leadership and management skills;

• Businesses that are willing to award recognition to those who complete training projects;

• Businesses that are ADA compliant; • Businesses in a competitive market with limited ability to raise wages and benefits;

• Businesses with difficulty recruiting workers due to lack of appropriate skills and therefore have continuous vacancies;

• Businesses that are willing to let workers be trained while working for pay; • Businesses where training will create new job opportunities for hire; • Critical business organizations that are important to the state’s economy; • Business that contribute to the state’s unemployment insurance system and that are current on all state tax obligations;

• Businesses that have operated in Michigan for a minimum of two years prior to application date;

• Businesses that operate as Private and Non-Profit Healthcare Institutions; and/or

• Businesses that operate as Long Term Care Facilities.

Incumbent Worker Training Program applications will be available Monday through Friday, 8:30 a.m. – 4:00 p.m., at the offices of Monique White, IWP Co- ordinator, Business Service Group of the Detroit Workforce Development De- partment, 1641 Porter Street, Detroit, Michigan 48216.
