in June 2009 withGen. StanleyA. McChrystal, the previous top commander in Afghanistan. The two officers worked together on several other occasions and had a close relationship. McChrystal resigned under pressure in June after the publi- cation of a Rolling Stone article in which some of his staff members made derogatory remarks about top Obama administration offi- cials. Several senior officers from his staff have left their positions in recent months. Still, McChrystal’s successor,
Gen. David H. Petraeus, has re- tained many of McChrystal’s key advisers. Petraeus has also re- cruited many senior officers who played prominent roles forhimin Iraq in 2007. In Afghanistan, Flynn pro-
duced a controversial report ti- tled “Fixing Intel,” which criti- cized military intelligence as be- ing too focused on gathering in- formation about the Taliban and not understanding the cultural, economic and tribal dynamics that influence security and gover- nance throughout Afghanistan. Flynn published the article
through the Center for a New American Security, a nonpartisan think tank in Washington, in- stead of releasing it through offi- cial channels. The move drew a mild expression of disapproval from Defense Secretary Robert M. Gates, who said he largely agrees with Flynn’s assessment.

dropped to 33,808 in 2009, a total 3,615 below the previous year. It was the lowest total since 1950 and marked the fourth consecutive year highway fatali- ties have declined since 2005, when 39,252 people died.Motor- cycle deaths were down by 16 percent, the first decline in 11
years. The fatality countwas lower in
the District, Maryland and Vir- ginia, and all but nine other states, according to a report issued Thursday by the National Highway Traffic Safety Adminis- tration, which compiles annual statistics gathered from each state. The District recorded a 15
percent decrease in fatalities; deaths were down 7.4 percent in
Maryland and 8.2 percent in Virginia. Maryland had a 12 percent
increase in drunken driving deaths, a total of 162, while Virginia’s drunken driving fatali- ty rate decreased by 12 percent. In the District, one more per-
son died as a result of drunken driving, for a total of nine deaths. Most of the increases were in
small or rural states, five of them with weak seat-belt enforcement
laws and three with maximum speed limits of 75mph. Transportation Secretary Ray
LaHood said that even though the hint of an economic upturn led to more drivers on the road than in 2008, fatalities contin- ued to drop. “We attribute the progress to a
host of factors,” said Barbara Harsha, executive director of the Governors Highway Safety Asso- ciation, “including increased
seat-belt use, stronger enforce- ment of drunk driving laws, better roads, safer vehicles and an increasingly well-coordinated approach to safety among state stakeholders and the federal gov- ernment. Secretary LaHood’s fo- cus on distracted driving has brought an unprecedented focus to behavioral highway safety, and as a result, lives are being saved.”
