that most veterans would realize between a 10 and 50 percent reduction in their overall pharmacy copayment liability each year based on historic utilization patterns. By our estimates, 94 percent of copayment-eligible veterans would expe- rience no cost increase, and 80 percent would realize a savings of between $1 and $5 per 30-day equivalent of medications. While a small percentage of veterans may experience a small increase in medi- cation copayments, a large majority will encounter no cost increase, or will realize savings, as a result of this rulemaking.” Te new regulation eliminates the
formula used to calculate future rate increases and establishes three classes of outpatient medications identified as Tier 1, Preferred Generics; Tier 2, Non-Preferred Generics, including over- the-counter medications; and Tier 3, Brand Name.
