THIS YEAR marked the five-year anniversary of the Affordable Care Act, signed into law in 2010. Since taking effect in 2014, it has helped reduce uninsured rates as more people sign up for health insurance through federal and state exchanges. But implementation snags keep the law as controversial as ever.
